WHO WE ARE
The mission of the Montgomery County Department of Transportation (MCDOT) is to move people and connect places with seamless, equitable transportation options that are safe, environmentally responsible, and support economic growth and vibrancy in Montgomery County.The Department has five divisions:
Highway Services, Parking Management, Transit Services, Traffic Engineering and Operations, and Transportation Engineering. We are a large organization with over 1,200 employees and a dedicated County budget of $300 million. The Division of Transit Services coordinates transit services in Montgomery County. Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities, and many other essential destinations. The Division employs 850+ people and operates nearly 400 buses on 80+ fixed routes throughout Montgomery County. The Division plans, schedules, and manages the County's Ride On bus system, consisting of County-owned and operated buses. Ride On carries roughly 18 million riders annually.WHO WE ARE LOOKING FOR
The Montgomery County Department of Transportation (MCDOT), Transit Services Division, is seeking a highly qualified Administrative Specialist III (Compliance Manager) to lead, manage, and maintain the division's internal personnel compliance programs. This role safeguards the integrity of operating personnel databases by ensuring accurate documentation, regulatory compliance, and reliable information that support safe and efficient transit operations. In this capacity, you will manage the system seniority list, oversee compliance with Commercial Driver's License (CDL) requirements, and enforce all federally mandated Department of Transportation (DOT) standards, including medical examinations, recurring certifications, and other required compliance programs. You will also administer the Light Duty Program and provide support for Workers' Compensation processes across the division. The ideal candidate will have excellent attention to detail and accuracy, strong analytical and problem-solving abilities, exceptional documentation and record-keeping skills, high integrity and a strong commitment to regulatory ethics, solid organizational and time management skills, and the capacity to identify risks and implement effective corrective actions. The candidate must be able to work rotating shifts on weekdays and weekends. The candidate must be able to work off-site. The Compliance Manager advances MCDOT/Transit Services' mission by overseeing key regulatory and workforce compliance programs that support a safe, reliable, and accountable transit operation. This includes managing ADA compliance and administering employee leave programs such as FMLA and LWOP, while coordinating training, reporting, and documentation to ensure consistent adherence to federal, state, and local requirements. Manage all regulatory compliance programs for the division, including full oversight of the DOT/FTA Drug and Alcohol Program, ensuring accurate testing protocols, compliant documentation, and timely State and federal reporting. Ensure division-wide adherence to ADA requirements by overseeing compliance processes related to public transportation operations, employment standards, and licensing obligations. Lead the administration and monitoring of the Light Duty Program, coordinating personnel placement and ensuring consistent communication with supervisors and leadership. Direct the management of employee leave and disability-related programs, including Workers' Compensation, FMLA, LWOP, and return-to-work processes, in collaboration with Occupational Medical Services and other partners. Oversee internal auditing, policy development, documentation management, and compliance reporting to ensure alignment with federal, state, county, and departmental regulations. Guide staff and supervisors through compliance expectations by analyzing key data trends, communicating program updates, and delivering targeted training.Experience :
Three (3) years of professional administrative experience related to Compliance - Light Duty, Workers' Compensation, ADA, CBA, and Personnel Regulations.Education :
Graduation from an accredited college or university with a bachelor's degree.Equivalency :
An equivalent combination of education and experience may be substituted.Licenses, Registrations, Certifications, or Special Requirements:

This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.Work Environment:
The work is primarily performed in an office setting and involves typical discomforts. The work environment is adequately lighted, heated/cooled, and ventilated, and does not require that the employee take special measures to control environmental conditions.Physical Demands:
The work requires ordinary physical effort, including sitting, using microcomputer equipment, walking, standing, bending, and reaching for or carrying light items, as in an office environment. Work does not result in noticeable fatigue.Promotion Potential :
This is the highest level of the Administrative Specialist series, and there is no pre-defined vertical career ladder beyond the Administrative Specialist III class. We will use interview preference/well-qualified criteria: Experience in managing and maintaining drug and alcohol testing protocols and documentation, including submitting required reports to the FTA and the State of Maryland. Knowledgeable in ADA compliance as it applies to public transportation, employment standards, and Title I and Title II licensing requirements. Demonstrated experience processing Light Duty assignments and Workers' Compensation cases in accordance with Montgomery County Personnel Regulations and Collective Bargaining Agreements.
