Teams Meeting then In-Person Ability to Commute to Westminster, MD Job Summary We are seeking a dedicated and detail-oriented direct hire Account Manager specializing in Government Contract Compliance. This pivotal role will report directly to the Director of Finance and will be responsible for overseeing day-to-day accounting operations, with a strong focus on Accounts Receivable (AR), Accounts Payable (AP), inventory accounting, and government contract compliance. Manages accounting staff and workflow, manages accounts receivable & accounts payable, inventory & Manufacturing accounting, Government Contract Compliance a must, and general accounting & reporting and system & process improvement.
Responsibilities:
Accounts Receivable & Accounts Payable:
Oversee and manage all AR and AP functions, including generating, reviewing, and distributing customer invoices in a timely manner. Monitor outstanding receivables and follow up on collections to ensure prompt payment. Review and approve AP transactions, ensuring accurate coding, proper authorization, and timely vendor payments. Manage the AR/AP workflow within the QAD ERP system; batch review and posting of transactions. Maintain vendor and customer account records with accuracy and integrity. Inventory & Manufacturing Accounting Oversee inventory accounting in a manufacturing environment, including raw materials, work-in-progress (WIP), and finished goods. Perform and coordinate periodic physical inventory counts and cycle counts; investigate and resolve variances. Ensure accurate cost accounting for manufactured products, including labor, materials, and overhead allocations. Collaborate with operations and supply chain teams to maintain inventory accuracy and integrity in the QAD ERP system. Government Contract Compliance Support DCAA (Defense Contract Audit Agency) and DCMA (Defense Contract Management Agency) audits, including preparation of required documentation and acting as a liaison during audit engagements. Prepare and/or review Incurred Cost Submissions (ICS) in accordance with
FAR/DFARS
requirements. Develop and maintain provisional indirect cost rates and support forward pricing rates proposals. Ensure all financial records and practices are maintained in compliance with DCAA regulations, Cost Accounting Standards (CAS), and applicable government contracting requirements. Monitor government contract revenue recognition, billing milestones, and contract financial performance.
General Accounting & Reporting:
Lead the month-end and year-end close process, including preparation and review of manual journal entries, account reconciliations, and financial statements. Maintain and reconcile general ledger accounts; investigate and resolve discrepancies. Perform bank reconciliations and cash accounting on a regular basis. Maintain fixed asset records and depreciation schedules. Prepare and distribute special financial reports and analysis as requested by the Director of Finance or senior leadership. Ensure compliance with GAAP principles across all accounting functions.
Systems & Process Improvement:
Utilize the QAD ERP system as the primary accounting platform; experience with similar ERP systems (e.g., Oracle, SAP) is considered an asset. Identify opportunities to improve accounting processes, internal controls, and operational efficiencies. Support system implementations, upgrades, or integrations as needed. Additional Responsibilities Undertake specifically assigned projects and cross-functional initiatives as directed by the Director of Finance. Provide backup support across finance functions as needed to ensure continuity of operations. Perform other duties as may be assigned. Knowledge, Skills and Abilities (KSA's)
