Job Description
Portland Housing Authority (PHA) is seeking a knowledgeable and collaborative Compliance and Training Manager to help ensure consistent, agency-wide compliance across PHA programming. This non-union and exempt position plays a key role overseeing Compliance Department staff, interpreting regulatory requirements, coordinating audits and monitoring activities, developing training plans, supporting Fair Housing practices, and helping departments maintain strong accountability and service standards. The ideal candidate will have strong knowledge of federal, state, local, and HUD regulations, affordable housing programs, and applicable reporting systems. They will need to perform independent decision-making while communicating with multiple departments and using analytics to track results. Compliance and Training Manager - Job Description Position Summary The Compliance and Training Manager is an operational and oversight position responsible for monitoring, and enforcing regulatory compliance across all PHA housing programs, including Public Housing, Housing Choice Voucher (HCV), Project-Based Voucher (PBV), Low-Income Housing Tax Credit (LIHTC), RAD, Section 18, and other HUD-funded or state-regulated initiatives. This role ensures that program requirements are interpreted consistently and applied uniformly across departments. The Compliance and Training Manager is responsible for developing monitoring and reporting tools, designing and coordinating compliance-related training, reviewing performance and audit results, and directing corrective action. While property-level execution rests with operational departments, this role retains authority for compliance interpretation, training standards, audit coordination, Fair Housing oversight, and escalation of compliance risks to executive leadership. The Compliance and Training Manager assists on all external audits, reviews, and monitoring activities. The position directly supervises Compliance Housing Officers and Fair Housing Compliance Coordinator while working closely with Property Management, Asset Management, Finance, Facilities, Human Resources, and executive leadership to maintain agency-wide compliance and accountability. This position may be designated as essential during declared emergencies or periods of operational disruption. Essential Duties and Responsibilities Compliance Oversight & Regulatory Authority
- Establish, maintain, and interpret agency-wide compliance standards for HUD, LIHTC, and other regulatory programs.
- Oversee internal compliance monitoring, file reviews, and quality control activities across all housing programs.
- Direct corrective action plans and monitor timely resolution of findings, deficiencies, and risk indicators. Audit Coordination & External Monitoring
- Assist in all external audits, HUD reviews, state housing agency monitoring, investor reviews, and other regulatory oversight activities.
- Coordinate compliance and monitoring activities related to City of Portland funding, including HOME, Housing Trust Fund, and Homeless Set-Aside programs, ensuring timely reporting, documentation, and resolution of findings.
- Track audit outcomes, scores, findings, and corrective actions; report status and trends to executive leadership and the Board as appropriate. Training Design & Delivery
- Design, develop, and maintain standardized compliance and Fair Housing training materials for administrative and program staff.
- Deliver or coordinate required compliance, audit-readiness, Fair Housing, and regulatory training across departments.
- Identify training needs based on audit findings, monitoring results, performance trends, and regulatory changes.
- Coordinate non-HR training activities with the Compliance Department, ensuring consistency with regulatory requirements and agency standards. Data Management, Reporting & Risk Monitoring
- Manage HUD data systems and reporting, including PIC/IMS, EIV, VMS, SEMAP, and REAC, ensuring accuracy, completeness, and timeliness.
- Assist in regular reporting for the Executive Director and Board.
- Analyze compliance data, audit results, and performance metrics to identify trends, risks, and systemic issues. Equity, Fair Housing & Access
- Maintain oversight of Fair Housing compliance across all programs.
- Oversee Reasonable Accommodation processes, VAWA compliance, complaint tracking, and Language Access Plan implementation.
- Ensure all compliance activities are evaluated through an equity and Fair Housing lens.
