The Opportunity Williams International has an exciting opportunity for a Trade Compliance Manager to join our team. The Trade Compliance Manager will be responsible for coordinating the company's requirements pertaining to the company's export licensing and compliance requirements, including the ongoing development, implementation, execution (including training and auditing) and oversight of the company's export compliance program to the International Traffic In Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Controls (OFAC) and the Foreign Trade Regulations (FTR). The Trade Compliance Manager will serve as the Williams International "empowered official" for ITAR licensing and exemptions to include making the required ITAR certifications to the U.S. State Department Directorate of Defense Trade Controls (DDTC) by signing export licenses and technical assistance agreements. The Trade Compliance Manager will also be responsible for: Develop and program manage William International's export compliance program that will include working closely with the senior leadership team to develop or update policies and guidance Conduct internal compliance training as well as general export awareness training to all relevant employees Provide expert advice and guidance concerning the requirements and obligations of export defense articles, technical data, defense services under the International Traffic and Arms Regulations (ITAR) and military, commercial, dual use items and military items transferred to the Export Administrations Regulations (EAR) Provide expert advice regarding shipments and compliance with the Foreign Trade Regulations (FTR) Provide expert advice regarding countries, entities and individuals the subject of OFAC restrictions Support the senior leadership team in addressing export issues in existing programs and new business opportunities Determine and certify appropriate legal authority for exports or defense articles, technical data and defense services, in addition to dual use commodities/technologies or military commodities regulated by the EAR Investigate any aspect of a proposed export or temporary export (e.g. information related to proposals, contracts, purchase orders, presentations and product development) to verify the legality of any transactions and the accuracy of the information to be submitted Prepare and administer any necessary license applications and agreements requiring USG approval for the export of technical data, hardware, services and coordination of potential imports as well as liaison with U.S. Government officials as necessary ITAR licensing (preparation, submission, implementation of approval) and compliance EAR licensing (preparation, submission, implementation of approval) and compliance EAR compliance (determination of licensing obligations, use of license exceptions and classification of commodities) Ensure subsidiary implementation of the company export compliance manual including training in the procedures for ITAR and EAR, customs requirements, export/import documentation, license management and record keeping Provide ongoing updates to the company export compliance manual based on various changes to the export regulations cited herein Maintain an Export and Import Control Database and Tracking system for management of licenses, agreements, correspondence and training Conduct and participate in internal export compliance audits on a periodic basis Investigate all matters of potential non-compliance, coordinate a report of finding with senior management and prepare voluntary disclosures, in coordination with outside advisors/counsel, as directed Direct corrective actions as necessary to follow compliance Requirements Bachelor's degree with minimum 10 years' related work experience directly in positions responsible for
ITAR, EAR
export licensing and compliance and FTR compliance Background in export/import regulations (ITAR, EAR, FTR. OFAC), Export Control Reform, Compliance programs, Export jurisdiction and classifications self-classification, export licensing and license exemptions/exceptions, Technical Assistance Agreements (TAAs), Commodity Jurisdiction requests. Commodity Classification Requests, Technology Control Plans and the shipping process
