PERSONAL CHARACTERISTICS AND JOB OVERVIEW
The following attributes are desirable for job success: ability to communicate effectively, safety conscious, ability to assess yourself, consistently perform detailed work, ability to work well under pressure and self-motivated. Ability to work with or without direct supervision. The major responsibilities is to ensure compliance with the HUD 4350.3, and Section 42 of the Internal Revenue Code, TRACS, EIV, Tax Credit regulations, HOME Program and any other secondary financing.
RELATIONSHIPS
Reports to Director of Compliance. Works alongside on-site staff related to tenant files. Maintains relationships with on-site staff, compliance team members and management executives. Maintains clear communication to Director of Compliance and Vice President of Property Management (when applicable).
SUMMARY OF FUNCTIONS
Research and monitor regulations or Compliance with Affordable programs, Section 8, HOME, LIHTC and any other secondary financing. Complete reports as needed; review all move-in and annual re-certification files. Responsible for maintaining the integrity and accuracy of tenant files, communication between reviewing agencies, and maximizing the returns from the asset in accordance with the Company's and Property Owner's mission, vision, and objectives. Perform in-house file audits and audits performed by Compliance Agencies or Investors. Responsible for assisting with training and development of on-site personnel assigned, either directly or through others - specific to HUD, State Agency, and Section 8 property standards.
EXPECTATIONS AND RESPONSIBILITIES
The activities listed here are not all-inclusive; rather, they indicate the types of activities normally performed by this position. Maintain and enforce training Assists with on-going training to on-site personnel. Assists with training to all new on-site and Regional staff (if staff oversees HUD/State Agency programs). Manage and communicate changes and updates to staff and Senior Management on Program policies and procedures. Organizes and Communicates occupancy reviews and audits — Executes on-site internal file audits related to HUD/State Agency properties. Assisting Director of Compliance for corrections and responses to state agencies. Periodically reviews rental applications and lease forms for accuracy with established policies and procedures. Experience with processing and reviewing HAP vouchers prior to submission to HUD. Ability to travel to conduct Compliance audits at assisted properties, temporarily work on site or attend reviews or meetings, if needed. Makes recommendations to improve leasing, revenue and/or delinquency programs Oversees current and future move in files.
ADMINISTRATIVE
Assists in developing training making sure all supervised employees comply with the appropriate policies and procedures. Ensures property files and records are maintained. Continually improves management and technical skills. Monitor reporting requirements for state agencies.
QUALIFICATIONS
High School Diploma or GED, Certified COS, SCS, HCCP, preferred. Minimum of three years' experience with the Affordable Housing Industry that includes HUD and Low-Income Tax Credit Housing. RealPage Software knowledge preferred, but not required. Exceptional research, problem solving and customer service skills. Exceptional communication skills and ability to interact with wide range of people. Strong organization skills, detail orientation, ability to multi-task, self-starter. Consistent adherence to high standards of ethical behavior, confidentiality, and professionalism HCCP or equivalent tax credit certification required; USDA; Section 811 knowledge preferred. Compliance experience in the state of MS & LA. Knowledge of State Reporting. Some travel to sites required.
