Per Administrator Schedule for Manager Job Summary The Accountability and Compliance Manager serves as the primary operational and regulatory nerve center for the Department of School Achievement and Success as well as the broader Learning Services division. This role is essential for maintaining the fiscal health and integrity of the department through rigorous budget oversight, procurement management, and precise asset tracking. Additionally, the Manager ensures the high-level accuracy of records for Bilingual, EL, and Section 504 programs, utilizing analytical reporting to provide actionable insights on student trends. By facilitating complex administrative processes—including the year-round School Choice cycle—and centralizing regulatory functions, the Manager provides the structural support necessary for the department to meet its obligations while allowing leadership to focus on strategic school improvement and instructional coaching.
Essential Duties and Responsibilities Accountability & Compliance Tracking Documentation Intake:
Oversees the collection and tracking of school-level assessment schedules, test security training logs, and mandated compliance documentation to ensure site-level participation. Files and retains documentation in alignment with district policy and state regulation.
Accountability Data Support:
Assists the Director with the preliminary review, cleaning, and processing of state-level accountability data. Extracts and analyzes data from multiple sources to generate reports highlighting trends, successes, and areas for improvement to ensure accuracy and provide insight prior to distribution.
Departmental Records:
Maintains comprehensive records for the district "Flight Team," social-emotional learning (SEL) initiatives, and all professional development or training sessions facilitated by the department.
Compliance Logs:
Maintains the district-wide tracking system for assessment security agreements and school-level testing readiness documentation.
Fiscal & Office Administration Budgetary Oversight:
Maintains and balances all department budgets; manages the full purchasing cycle from identification of account strings to processing requisitions and verifying invoices.
Purchasing Logistics:
Inventories and receives all departmental purchases to ensure order accuracy, quality control, and proper asset tracking upon delivery.
Professional Learning Logistics:
Organizes and procures all logistical and financial aspects for departmental Professional Learning (PL) trips, including travel arrangements, registration, and reimbursements.
Office Management:
Coordinates daily operational workflows and maintains the Director's professional and travel calendar. Records Management Section 504
Reporting:
Manages the reporting and integration components of Section 504; generates required compliance notifications and maintains secure records for auditing purposes. School Choice (501s): Facilitates the year-round School Choice application process by managing administrative intake and preparing all documentation for Director review and final determination ; executes all approved enrollment database updates, providing intensive management during the June-July peak window.
Logistics & Security Assessment Materials:
Manages the secure ordering, inventorying, and mandated destruction of testing materials for all district and state assessments. Programmatic Coordination (Bilingual & EL)
Screening Management:
Coordinate English Language (EL) screening by ensuring efficient scheduling, maintaining accurate testing rosters, and coordinating with licensed testers.
Compliance Feedback:
Review BEP and EL schedules and provide feedback for schools in a timely manner to ensure compliance and support schools.
Collaborative Reporting:
Collaborate with the NOVA coordinator to ensure accurate reporting and compliance to support BEP, EL, assessment and section 504 programs.
Parent Notifications:
Develops, organizes and sends required parent notification letters for BEP and EL programs.
Other duties as assigned:
Performs additional tasks and responsibilities as requested by the Director of School Achievement and Success to support departmental and district operations. Qualifications and Skills Education and Experience Bachelor's degree in business, public administration, education, or a related field preferred. In lieu of a degree, a High School Diploma or equivalent combined with a minimum of 5-7 years of significant, verifiable professional experience in school finance, state-level data management, or high-stakes regulatory compliance is required. High proficiency with Microsoft Office Suite (Excel, Word) and district financial/student information software. Strong organizational skills with a focus on regulatory compliance and deadline management. Experience in database management and Excel is required. Previous experience in an educational setting is preferred.
Knowledge, Skills, and Abilities Financial Acumen:
Ability to maintain and balance a budget with working knowledge of code functions as per School Budget Planning Unit Chart of Accounts.
Technical Proficiency:
High proficiency with Microsoft Office Suite (Excel, Word, Outlook) and strong comfort level learning new software (e.g., student information systems, district financial software, and testing portals).
Analytical Thinking:
Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.
Communication:
Strong ability to communicate effectively with various stakeholders, write routine reports, and speak effectively before groups.
Self-Management:
Must be self-motivated, able to work independently, and capable of managing projects without direct supervision.
Physical Requirements & Work Environment Physical Demands:
Duties may require walking, standing, sitting, bending, kneeling, squatting, and lifting/moving up to 25 pounds.
Visual/Auditory:
Requires close and distance vision, depth perception, and the ability to speak and listen effectively.
Environment:
The role involves working within various degrees of noise and interruptions. Flexibility and patience are required.
Schedule:
Occasional after-hours work, site visits, and districtwide/statewide travel may be required. Evaluation The performance of this job will be evaluated in accordance with the provisions of the Board of Education's policy on evaluation of administrative personnel.
