ABOUT THE DEPARTMENT
Deschutes County Solid Waste keeps our communities clean, safe, and healthy by managing the county's solid waste from drop-off to final disposal. We operate Knott Landfill in Bend and four rural transfer stations where residents, contractors, and haulers bring materials for consolidation and transport to Knott Landfill. Our team runs these facilities to the highest operating and regulatory standards, with a constant focus on safety, environmental protection, and customer service.

ABOUT THE JOB
This position has key responsibilities for maintaining regulatory compliance and implementation of capital projects for Deschutes County's Knott Landfill and other solid waste management system facilities. You will have opportunities to implement challenging and innovative programs and projects to advance solid waste management and waste reduction programs for Deschutes County and to contribute to what is considered one of the best landfill operations in the State of Oregon.
Key Responsibilities:
Ensuring all permit and compliance programs meet or exceed regulatory requirements. Develop and implement engineering, design and compliance services with professional consulting firms. Develop and implement capital construction projects for the County's solid waste management system. Develop RFPs and execute contracts for maintenance services. Manage the Solid Waste Departments Hazardous Waste Program.
What You Will Bring:
Knowledge of or experience with: Landfill operations and regulatory compliance. Environmental monitoring and report preparation/review. Contract management including budgeting, planning, procurement and management.
Skill in:
Oral and written communication. Technical writing and interpretation. Bachelor's degree in environmental engineering, management or related field; AND five (5) years of relevant experience, including leadership/managerial experience; OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job. Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.
