Full Job Description Location:
Atlanta, GAHYBRID SCHEDULE 3
days in office, 2 work from home 8am to 5pm Monday to Friday Pay $38-48/hr (Will be 83k-103k salary when you go perm) Role and Responsibilities- Lead compliance oversight for Atlanta Housing's real estate portfolio and monitor adherence to applicable HUD and other federal, state, and local program requirements.
- Conduct periodic and risk-based tenant file and property compliance reviews to assess adherence to requirements governing initial and continued occupancy, income qualification, rent restrictions, unit designation, affordability periods, and other applicable regulatory requirements.
- Review and validate property management submissions, certifications, reports, and related compliance documentation for accuracy, completeness, and consistency with applicable requirements.
- Analyze portfolio performance and compliance trends to identify recurring deficiencies, operational and regulatory risks, and opportunities for improvement. Evaluate potential compliance issues and determine appropriate escalation, corrective action, or additional review based on the nature and severity of the issue.
- Prepare and communicate portfolio compliance reports, audit summaries, memoranda, presentations, and other management reports that summarize performance, findings, risks, trends, and required corrective actions and deadlines for internal and external stakeholders.
- Monitor corrective action plans and conduct follow-up activities to ensure identified deficiencies are appropriately addressed and resolved within established timeframes.
- Maintain current knowledge of HUD regulations, guidance, and other applicable requirements. Interpret regulatory requirements and provide technical assistance, training, and guidance to internal compliance staff, property management agents, owners, and other stakeholders regarding applicable requirements, policies, and procedures.
- Maintain complete and accurate portfolio compliance records, including review documentation, audit materials, correspondence, findings, corrective actions, and supporting documentation, in accordance with established requirements and procedures.
- Support internal and external monitoring, audit, and regulatory reviews conducted by HUD, state agencies, syndicators, investors, lenders, and other authorized entities, as applicable.
- Collaborate with internal departments, property owners, management agents, legal counsel, auditors, regulatory agencies, and other stakeholders to resolve complex compliance matters and facilitate timely corrective action.
- Assist with the development and implementation of compliance policies, procedures, monitoring tools, training materials, quality-control processes, and other initiatives that strengthen internal controls and enhance portfolio compliance.
- Identify and recommend process improvements, standardization opportunities, and risk-mitigation strategies to improve the effectiveness, consistency, and efficiency of portfolio compliance monitoring.
- Demonstrated leadership skills and the ability to train, mentor, coach, and monitor team performance to achieve established goals and performance standards.

- Bachelor's degree in business administration, finance, real estate, public administration, housing, or a related field. An equivalent combination of education and relevant experience may be considered.
- Significant professional experience in affordable housing, multifamily property compliance, housing program administration, real estate, auditing, or a related regulatory or compliance environment, including experience overseeing or monitoring a portfolio of properties.
- Strong knowledge of HUD regulations, affordable housing programs, income and rent restrictions, tenant eligibility, occupancy requirements, recertification requirements, and applicable federal, state, and local regulations.
- Demonstrated ability to conduct risk-based compliance monitoring, evaluate tenant and property records, identify deficiencies, assess regulatory risk, and oversee corrective actions.
- Strong analytical and problem-solving skills, with the ability to interpret complex regulatory requirements, identify trends and systemic issues, assess risk, and develop sound recommendations.
- Demonstrated leadership experience with the ability to lead compliance activities across a diverse real estate portfolio and provide direction, technical guidance, and subject matter expertise to internal staff and external stakeholders.
- Experience supporting or leading internal and external audits, regulatory reviews, compliance monitoring, quality-control activities, and other oversight functions.
- Experience managing or overseeing compliance activities across a multifamily housing portfolio preferred.
- Excellent written and verbal communication skills, including the ability to clearly communicate complex regulatory requirements, findings, risks, and corrective actions to management, property owners, management agents, regulatory agencies, and other stakeholders.
- Demonstrated ability to develop, communicate, and monitor corrective action plans and collaborate effectively with property owners, third-party management companies, internal departments, legal counsel, auditors, regulatory agencies, and other stakeholders to resolve complex compliance matters .
- Strong attention to detail and demonstrated ability to maintain accurate, organized, and audit-ready compliance records and documentation.
- Ability to develop and deliver training and provide technical assistance regarding HUD, Atlanta Housing, and other applicable compliance requirements, policies, and procedures.
- Ability to research, interpret, and apply changing regulations, regulatory guidance, policies, and program requirements to operational and compliance matters.
- Minimum of two (2) years of supervisory or management experience or ten (10) years of experience in affordable multifamily property management, compliance, or a related field.
- Relevant HUD, affordable housing, compliance, or property management certifications preferred. Experience with LIHTC, HOME, Housing Choice Voucher, Project-Based Voucher, or other affordable housing programs preferred.
- Proficiency with Microsoft Office applications, compliance monitoring systems, document management systems, and other tools used to analyze, track, and report compliance information.
- Proficiency with Yardi or other property management software preferred.
