Job Description

JOB DESCRIPTION
The City of Greer is seeking a dedicated and community-focused professional to serve as our Community Compliance Manager. This leadership role is responsible for promoting safe, clean, and well-maintained neighborhoods while fostering positive relationships between residents, businesses, and the city. As a member of the Planning & Development leadership team, the Community Compliance Manager will play an integral role in supporting the city's strategic growth initiatives, enhancing community standards, and advancing collaborative solutions that contribute to Greer's continued success. The ideal candidate will combine strong communication skills, problem-solving abilities, and knowledge of municipal codes to help preserve the quality of life that makes Greer a thriving and welcoming community. This position works collaboratively across departments and directly with the public to ensure compliance, encourage community engagement, and support thoughtful development throughout the city. Oversees the day-to-day needs of the community compliance team and prioritizes job cases. Collaborates with the Planning Manager on UDO enforcement initiatives. Collaborates with the Chief Building Official on co-inspection opportunities. Directs day-to-day enforcement workflow across IPMC and UDO activities, ensuring cases are progressed timely, standards are applied consistently, and outcomes align with departmental and regulatory expectations. Conducts employee performance evaluations, development opportunities and employee discipline measures. Develops and monitors division goals, performance metrics, and strategic initiatives to ensure continuous improvement in community standards, public engagement, and voluntary compliance efforts. Develops and implements a Community Cleanup Volunteer Program to engage residents, civic groups, and local organizations in beautification and nuisance abatement efforts. Responsibilities include recruiting and coordinating volunteers, identifying priority cleanup areas, securing necessary supplies and support, promoting events through outreach and communications, and tracking outcomes to measure community impact. Represents the City on the Keep Greenville County Beautiful Board (KGCB) and administers any projects or programs associated with the appointment. Works with other staff through their enforcement processes to ensure compliance with all applicable laws and helps them gather, document, and report code violations from the initial complaint until compliance. Oversee the growth and development of the division's staff, including recruitment, hiring, onboarding, performance management, and retention strategies for the team. Serves as a mediator between staff and the public when a conflict or complaint arises. Conducts the necessary research, property postings, notifications, and other required processes necessary for the City's demolition of deteriorated structures and unsafe buildings. Assists the department head with establishing policies of the code enforcement team and evaluations of other team members. Leads engagement initiatives around community compliance and continues to implement education-based and voluntary compliance strategies. Oversees field investigations and property inspections conducted by staff, providing guidance and direction. Maintains records, photograph evidence, invoices, liens, notices, and orders; contacts responsible persons, landlords, or tenants and performs follow-up investigations to ensure that remedial action has been taken; develops and maintains accurate case files. Enforces and monitors applicable ordinances, codes, and standards related to zoning, land use, nuisance housing, building codes, health and life safety, acts of nature and disasters, and other public concerns. Provides information to the public on city regulations as well as to property owners, residents, contractors, engineers, businesses, and other city departments. Conducts field and office work, receives and responds to citizen complaints and reports from other agencies. Initiates and monitors the legal process for the condemnation of substandard and uninhabitable dwellings. Maintains and documents inspections and other job-related activities. Contacts businesses, residences, or contractors to resolve issues of violations. Works closely with homeowners, landlords, tenants, businesses, and community groups to grow strong neighborhoods through public relations, education, and code enforcement activities. Conducts regular phone calls with engineers, the public, and contractors. Drive process improvements and innovations around the delivery and implementation of code enforcement activities. Innovates around providing proactive code enforcement and enhanced community standards programs Supports office duties within department, including working with computer on daily basis. Prepares reports and recommendations for department leadership and City administration on policy changes, division performance, and community trends affecting neighborhood standards.
