Job Description
Pilot Point Summary:
The Code Compliance Manager serves as a lead field and casework expert responsible for protecting public health, safety, and welfare by enforcing municipal, state, and federal property and building maintenance codes. This position ensures that enforcement practices are proactive, fair, and education-based to achieve voluntary compliance whenever possible. This role provides technical guidance, mentoring, and leadership to Code Compliance Officers and manages complex enforcement cases involving substandard structures and abatements.Core Competencies Empathetic Leadership:

Leadership & Supervision Models the City of Pilot Point PROMISE and upholds the department's commitment to Excellence in Service. Supervises, disciplines, and conducts performance evaluations for assigned staff. Manage scheduling, including overtime, on-call assignments, and leave. Coordinates employee training, development plans, and ongoing performance management. Provides technical guidance and mentorship to Code Compliance Officers. Code Enforcement & Case Management Conducts property inspections and ensures compliance with City codes, ordinances, and zoning regulations; determines appropriate enforcement actions. Manages complex or high-risk cases, including substandard structures, repeat offenders, large commercial properties, and abatements. Prioritizes and assigns cases; oversees case tracking, routing, and timely resolution. Performs investigative work to determine violations and prepares cases for enforcement, including documentation and evidence collection. Issues municipal court citations when voluntary compliance cannot be achieved. Attends court proceedings to provide testimony and present evidence. Community Engagement & Education Collaborates with Community Services divisions to develop educational materials and outreach initiatives that promote proactive compliance. Serves as a representative of the City in public meetings, including homeowner associations, civic groups, and community events. Receives and responds to complaints from residents, property owners, City Council, and staff in a professional and timely manner. Administrative & Program Support Designs and maintains notice and citation templates to support consistent enforcement practices. Assists in evaluating and improving enforcement programs, policies, and customer service processes. Conducts ordinance research and coordinates with other municipalities for best practices. Coordinates with City departments on multi-disciplinary cases (e.g., health concerns, mobile food unit violations, unsecured pools, illegal dumping). Supports departmental goals and aligns work with City Council strategic priorities.Education & Certifications Required:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:Education/Training :
Associate degree in related field. Ability to exhibit knowledge of code enforcement processes and enforcement laws, rules, regulations, codes, and ordinances.Experience :
Three (3) years progressively responsible Municipal Code Enforcement experience. Supervisory experience desired.Licensure or Certification :
Possession of current certification: Texas Department of Licensing and Registration (TDLR) Basic Code Enforcement Officer Certification. International Code Council Code Certification in International Property Maintenance.Valid Texas Driver's License Language :
The ability to communicate in Spanish, both verbally and in writing, is preferred, but not required.Knowledge, Skills, and Abilities:
Comprehensive knowledge of municipal codes, ordinances, zoning regulations, and property maintenance standards, including nuisance abatement and environmental hazards. Understanding of code compliance processes, inspection procedures, and legal requirements related to enforcement and municipal court proceedings. Knowledge of supervisory principles, including staff development, performance management, and disciplinary practices. Working knowledge of public administration practices and interdepartmental coordination. Strong organizational and case management skills, with the ability to prioritize workloads, manage multiple cases, and meet deadlines. Effective leadership skills, including coaching, mentoring, and fostering accountability and team performance. Excellent written and verbal communication skills, including report writing, public presentations, and courtroom testimony. Advanced interpersonal skills, including conflict resolution, de-escalation, and the ability to manage sensitive or high-stress situations with professionalism. Investigative and analytical skills, including case documentation, evidence collection, and case preparation for legal action. Proficiency in data entry, case management systems, and standard office software. Ability to interpret, apply, and enforce regulations fairly, consistently, and with sound judgment. Ability to supervise and motivate staff while maintaining productivity and service standards. Ability to manage competing priorities and ensure timely resolution of compliance cases. Ability to build and maintain effective working relationships with diverse stakeholders and serve as a liaison between the City and the community. Ability to conduct field inspections and accurately identify violations. Ability to prepare clear, concise reports and provide credible court testimony. Ability to respond effectively to complaints, emergencies, and sensitive situations using sound judgment and professionalism.Work Environment:
Work is performed in both office and field settings. Regular inspections of residential, commercial, and undeveloped properties. Exposure to varying weather conditions, including heat, cold, wind, and rain. Frequent interaction with the public, including potentially sensitive or confrontational situations. Attendance at meetings, public events, and court proceedings required. May require evening, weekend, and on-call work.Physical Demands:
Frequent standing, walking, sitting, bending, stooping, and reaching. Ability to operate a motor vehicle for extended periods. Use of standard office equipment and handheld devices. Ability to lift and carry up to 25 pounds. Ability to traverse uneven terrain, including construction sites and vacant lots. May require accessing confined or hazardous areas during inspections.Note:
