Job Description
Definition Under general supervision of the Regulatory Compliance Supervisor in the Public Works Department, supports regulatory activities including research, records management, report development, sample management, quality assurance/control and sampling for water quality services. Provides support for all Water and Wastewater regulatory compliance activities. This job class is treated as FLSA Non-Exempt and considered a DRIVING position.

Provides lead direction in collecting and preserving water quality samples in accordance with Federal and Tribal requirements. Conducts water sampling at distribution system sampling stations, well sites, water treatment plants, residential homes, commercial customer buildings, sewer manholes, and industries. 2. Prepares chain of custody forms. Along with Water Quality Specialist - Sampling, performs and coordinates sample receipt, sample management, bottle preparation, etc. Assists Water Quality Specialist - Sampling in delivering samples to and from laboratory and field sites in accordance with chain-of-custody requirements. Ensures all samples are properly preserved and identified. Records and maintains records related to water quality sampling. Assists in administering the laboratory client data portal. 3. Along with Regulatory Compliance Supervisor, develops monthly sampling plan. Monitors sampling schedules to ensure timely completion of sampling. Monitors sampling supplies and maintains adequate inventory to maintain the sampling program. Coordinates sampling schedule with businesses, government facilities and Community residents. 4. Reviews sampling plans and standard operating procedures. Conducts inspection of sampling sites. Reports findings to Regulatory Compliance Supervisor and provides recommendations for sampling sites. Performs minor repairs or upgrades to sampling sites. Submits and monitors work orders for major repairs or upgrades to sample sites. 5. Reviews work orders system for any water main/line work. Coordinates with the Water/Wastewater Section Manager to ensure water main/line work does not affect sampling. Assists in coordinating with Community Project Managers to add new sample sites in capital improvements projects. 6. Performs quality assurance/quality control check of sampling procedure, equipment and chemicals. Operates, calibrates, and maintains technical sampling equipment. Maintains assigned vehicle in a clean, safe, orderly and efficient condition consistent with good water sampling practices. 7. Assists in preparing Consumer Confident and Sanitary Survey Reports. Assists in coordinating water quality public relations/outreach projects. Promotes water quality awareness. 8. Coordinates with mapping systems and database to add and maintain data of sample sites. 9. Researches and stays current with environmental policy implementation and proposed regulations. 10. Responds to and investigates customer complaints related to water quality. Documents complaints and coordinates resolution with supervisor and management. 11. Reviews statistical data for regulatory compliance. Organizes and compiles water quality lab reports. 12. Assists in preparing sampling plans and compliance reports. Compiles data and assists in the preparation of formal reports related to Tribal, Federal, and any other applicable authorities concerning water quality. 13. Provides training to Water Quality Specialist - Sampling. 14. Performs other job-related tasks as assigned by Department Management to enhance departmental operations.Knowledge, Skills, Abilities, and Other Characteristics:
Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community. Knowledge of Federal and Community water quality standards and environmental regulations. Knowledge of Federal and Community environmental regulations including the Safe Water Drinking Act (SWDA) and the Clean Water Act (CWA). Knowledge of sample collection, preservation and analysis of drinking water and wastewater. Knowledge of field sampling procedures and analytical methods. Knowledge of chemicals, safety precautions, and equipment used in environmental, water and wastewater treatment facilities. Skill in interpreting and applying Community and federal codes, laws and regulations regarding water/wastewater operations. Skill in establishing and maintaining effective working relationships with customers and other staff. Skill in following oral and written instructions and procedures. Skill in using a computer and related software applications. Ability to learn and apply the established principles and methods used in water sample collection, handling and transport. Ability to learn and apply the established methods for handling laboratory glassware and chemicals. Ability to keep records and complete various form for sample documentation. Ability to read analytical results and to record data. Ability to analyze water quality data and interpret findings. Ability to plan, organize data, coordinate programs and make decisions. Ability to exert moderate physical effort in light work - stooping, crawling, and manipulating moderately heavy objects (20 to 50 lbs.). Ability to endure prolonged exposure to dirt, noise, dust, odors, and a variety of extreme weather conditions. Ability to plan and evaluate sampling programs. Ability to communicate effectively both verbally and in writing. Ability to interact with boards, senior staff, outside organizations and the general public. Ability to produce written documents with clearly organized thoughts. Ability to establish and maintain effective working relationships with staff, co-workers and management. Ability to work independently and exercise sound judgment. Ability to work according to safety standards under potentially hazardous conditions.Minimum Qualifications Education & Experience:
An Associate's Degree in Biological Science, Water Technology, Environmental Science or closely related field, OR a Grade III Operator Certification in Water Distribution or Treatment is required. A Bachelor's degree is preferred. Four (4) years of water quality sampling experience is required.Equivalency:
Any equivalent combination of training and experience that would enable the candidate to satisfactorily perform and meet the duties and responsibilities required may be considered in meeting the stated minimum qualifications.Underfill Eligibility:
An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill. Special Requirements Must possess and maintain a valid Arizona Driver's License. May be required to stand or walk for extended periods and be exposed to severe weather conditions including heat and cold. May be required to lift and carry special (heavy) equipment or other objects. Prior to hire as an employee, applicants will be subject to drug and alcohol testing.
