DOE Position Overview The Compliance Officer is responsible for ensuring the gaming operation complies with all applicable Tribal, Federal, State, and National Indian Gaming Commission (NIGC) regulations, as well as the Tribe's Internal Control Standards (TICS), Minimum Internal Control Standards (MICS), policies, and procedures. This position conducts compliance reviews, gaming machine inspections, audits, investigations, and operational assessments to ensure the integrity of gaming operations. The Compliance Officer prepares detailed reports, documents findings, and works collaboratively with gaming management to promote regulatory compliance while protecting the integrity of the gaming operation. Essential Duties and Responsibilities Ensures compliance with all applicable Tribal, Federal, State, and NIGC gaming laws, regulations, ordinances, policies, and Internal Control Standards. Conducts compliance audits of gaming operations, departments, and internal controls to verify regulatory compliance. Performs gaming machine inspections, software verification, and testing of gaming equipment and associated systems to ensure regulatory compliance. Conducts investigations involving regulatory violations, patron complaints, employee misconduct, licensing issues, or other matters as assigned. Reviews annual independent audits, gaming contracts, and gaming-related activities to ensure compliance with applicable regulations. Reviews and evaluates requests for approval of gaming devices, gaming systems, associated equipment, software, and related technology. Assists in reviewing and approving Minimum Internal Control Standards (MICS), Tribal Internal Control Standards (TICS), gaming procedures, and amendments. Reviews gaming promotions, tournaments, drawings, and special events to ensure compliance with applicable regulations. Monitors gaming operations and identifies potential compliance risks, recommending corrective actions when necessary. Prepares investigative reports, audit reports, compliance findings, and recommendations in a clear, accurate, and timely manner. Maintains confidential regulatory records, investigative files, and audit documentation. Conducts interviews and gathers evidence while maintaining professionalism, objectivity, and confidentiality. Participates in Commission meetings and presents findings, reports, and recommendations as requested. Assists with patron dispute investigations and regulatory hearings as assigned. Ensures the gaming facility operates in a manner that promotes public safety, environmental responsibility, and regulatory compliance. Maintains current knowledge of Tribal, Federal, State, and NIGC regulatory requirements and industry best practices. Performs other duties as assigned by the Gaming Commission. Minimum Qualifications High School Diploma or GED required. Bachelor's degree in Criminal Justice, Public Administration, Business Administration, Accounting, Finance, Law, Public Policy, or a closely related field preferred. Minimum of five (5) years of experience in gaming operations, casino compliance, gaming regulation, auditing, investigations, law enforcement, or a related regulatory environment. Strong knowledge of Tribal gaming regulations, the Indian Gaming Regulatory Act (IGRA), NIGC Minimum Internal Control Standards (MICS), and applicable Tribal Internal Control Standards (TICS) is preferred. Experience conducting audits, investigations, compliance reviews, or regulatory inspections. Excellent analytical, investigative, and problem-solving skills. Strong written and verbal communication skills, including the ability to prepare comprehensive investigative and audit reports. Ability to interpret and apply laws, regulations, policies, and technical standards. Ability to maintain confidentiality while exercising sound professional judgment. Proficiency in Microsoft Office Suite, Google Workspace, electronic document management systems, and AI-enabled productivity tools. Must be at least twenty-one (21) years of age. Must be able to obtain and maintain all required Tribal Gaming Commission and Illinois Gaming Board licenses and credentials. Preferred Qualifications Associate's or Bachelor's degree in Criminal Justice, Accounting, Business Administration, Public Administration, Law, Finance, or a related field. Two (2) or more years of experience in gaming regulation, casino compliance, auditing, investigations, licensing, or law enforcement. Previous experience working for a Tribal Gaming Commission, casino compliance department, or other gaming regulatory agency. Experience with gaming machine compliance testing, surveillance reviews, internal control audits, and regulatory investigations. Professional certifications such as Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Anti-Money Laundering Specialist (CAMS), or comparable regulatory certifications are highly desirable.
