To Be Determined Job Description Federal and State Program Compliance Coordinator Somerset County Public Schools (SCPS), Maryland Position Summary The Federal and State Program Compliance Coordinator is responsible for the planning, implementation, monitoring, and reporting of federally and state-funded education programs. This position ensures full compliance with all applicable laws, regulations, grant requirements, and guidance from the Maryland State Department of Education (MSDE). The Coordinator works collaboratively with district leadership, school administrators, and program supervisors to support student achievement and equitable access to educational services. Key Responsibilities Program Oversight & Compliance Oversee the implementation and compliance of federal programs, including Title I, Title III, and Title IV-A . Ensure adherence to all federal and state laws, regulations, grant conditions, and MSDE guidance. Manage and monitor grant requirements, including the 1003 School Improvement Grant and other federal funding streams. Develop, implement, and monitor corrective action plans as needed. Oversee special permissions processes and ensure compliance documentation is maintained. Title I & Student Support Programs Coordinate and oversee all Title I-funded programs across the district. Support the development, implementation, and monitoring of School Improvement Plans . Lead and support district-wide student achievement initiatives aligned with federal program goals. Promote and coordinate family engagement activities tied to Title I requirements. Migrant Education & Specialized Programs Provide oversight and support for Title I, Part C - Migrant Education Program . Coordinate migrant services, including program implementation and compliance. Lead migrant grant writing efforts and ensure ongoing compliance. Organize and support a committee for the Migrant Summer Program . Collaborate with the ELL Supervisor to align services for multilingual learners. Families in Transition (McKinney-Vento) Support and coordinate services for students experiencing homelessness under the McKinney-Vento Act . Ensure compliance with grant requirements and alignment with Title I supports. Planning, Data & Professional Development Lead the development and monitoring of the Local Consolidated Strategic Plan (LCSP/LEA Plan) . Analyze program and student performance data to guide decision-making and continuous improvement. Provide or coordinate professional development (PD) related to federal programs and compliance requirements. Additional Duties Collaborate with district and school staff to ensure effective program implementation. Prepare and submit required reports to MSDE and other governing agencies. Perform other duties as assigned by district leadership. Qualifications Bachelor's degree required; Master's degree in Education, Educational Leadership, Public Administration, or related field preferred. Experience with federal education programs (Title I, III, IV, Migrant Education, McKinney-Vento) strongly preferred. Knowledge of federal and state compliance requirements and grant management. Strong organizational, analytical, and communication skills. Experience with data analysis and program evaluation. Ability to collaborate effectively with diverse stakeholders. Working Conditions Office-based with regular travel to school sites within the district. Occasional evening or weekend work may be required for family engagement events or program oversight.
