Must be able to travel to local areas for monitoring reviews and attend meetings/conferences in and out of the state. Position Essential Functions The Grants Compliance & Monitoring Analyst position may encompass one or more of the following functions: Conduct onsite and/or remote financial, program, performance, and system reviews of local offices, subrecipients and/or sub-contractors to ensure that all programs are administered according to specific federal regulations (WIOA, etc.) and state law & policies. Research applicable federal and state laws, policies, and procedures to provide analysis in identifying potential issues and/or process improvements for application and implementation. Assist in writing reports, conducting data analysis, creating desk aids and tools. Processing, tracking, and ensuring eligibility and compliance of related WIOA or other applicable grant program financial transactions and documentation. Oversight, monitoring, and compliance of WIOA and/or other applicable program contracts. Provide technical assistance to subrecipients, contracted service providers, and other related stakeholders on the federal regulations and state statutes for WIOA and/or other applicable grant programs. Collaborate with stakeholders both internally and externally on new policies and/or changes to existing policies governing state implementation and administration of federal grant-funded workforce-related programs. Assist with conducting, in collaboration with the program and policy division, meetings and trainings/workshops. These job functions, responsibilities and activities may change at any time with or without notice. Valued Knowledge, Skills, Competencies and Abilities Knowledge of methods of organization and management, public administration, agency policies and procedures, grant management and/or contract program requirements, the legislative process, basic research and statistical techniques, governmental accounting, federal and state laws and regulations relating to administration of assigned programs. Skill and Competencies include excellent verbal and written communication skills expressing ideas clearly and concisely; excellent digital literacy skills; strong data analysis skills. Ability to establish and maintain effective working relationships with others, exercise good judgment in analyzing situations and making decisions, organize and present facts and opinions, maintain knowledge of Workforce Innovation and Opportunity Act (WIOA) Titles I-IV, and their successor programs and related federal, state, and local policies and regulations. Physical Demands/Work Environment Work is typically performed in the office setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of office machinery in accordance with safety and security protocols. Minimum Qualifications Education and Experience requirements at this level consist of a bachelor's degree and two years of professional experience, or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education. Special Skills/Requirements/Preferences Computer Skills - Employee must be capable of proficiently using OESC's standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed. Employee must be capable of lifting, carrying and moving objects of up to 25 pounds. Ability to travel without restrictions to locations with the local workforce areas, and other relevant and necessary state, regional and national meetings.
