H2E Incorporated is seeking a motivated and experienced Air Permitting & Compliance Specialist to support our Director of Environmental Engineering and Compliance in providing environmental consulting services to oil and gas clients throughout the Rocky Mountain and Southern Region states. This position will focus heavily on air permitting, regulatory compliance, emissions reporting, and environmental program management for upstream and midstream oil and gas operations. The ideal candidate will have strong technical writing skills, working knowledge of state and federal air regulations, and the ability to manage multiple projects and client relationships in a fast-paced consulting environment. Primary Responsibilities Preparation and management of air permits, permit-by-rules, registrations, and exemption determinations in multiple states Preparation of emissions inventories, greenhouse gas reports, and annual compliance certifications Regulatory applicability evaluations under federal and state air quality regulations Air emissions calculations for oil & gas facilities, including tanks, combustion equipment, fugitives, and pneumatic devices Support and management of Leak Detection & Repair (LDAR) compliance programs Spill Prevention, Control, and Countermeasure (SPCC) Plans Facility Response Plans (FRPs) Oil Spill Contingency Plans (OSCPs) Ozone Contingency Plans Client communication and coordination with regulatory agencies Technical report writing, data management, and compliance documentation review Occasional field visits to support environmental compliance activities
Qualifications:
Bachelor's degree in Engineering, Environmental Science, or related technical field 5-10+ years of experience in air permitting and environmental compliance within the oil & gas industry Strong understanding of federal and state air quality regulations applicable to oil & gas operations Experience preparing emissions calculations and air permit applications Strong technical writing and organizational skills Ability to work independently, manage multiple projects, and meet deadlines Proficiency in Microsoft Word and Excel Ability to pass pre-employment and random drug testing
Preferred Qualifications:
Professional Engineer (P.E.) license preferred or E.I.T. certification Multi-state permitting experience Familiarity with EPA regulations including NSPS OOOO/OOOOa/OOOOc, Title V, and GHG reporting Experience with Texas, New Mexico, Colorado, Wyoming, or North Dakota air permitting programs Experience with emissions modeling or emissions calculation software Familiarity with Esri software (ArcGIS Pro, Field Maps, Survey123, etc.) Prior consulting experience preferred H2
