Job Description Oil & gas customer has experienced a significant increase in Bureau of Land Management (BLM) compliance findings. The team currently manages regulatory requirements across multiple sources, including:

These requirements are fragmented across multiple documents and systems, making it difficult for operations personnel to understand and proactively comply with regulatory obligations. The goal of this project is to centralize regulatory requirements, align historical incidents of non-compliance to specific regulations, and develop a compliance checklist that field operations teams can use to prepare for regulatory inspections. This team is driving continuous improvement in the Permian, given that agencies are doing more field inspections. As Shale & Tight in the Permian is becoming more mature and is having more oversight, they need to get stronger processes in place.Project Scope The consultant will:
- Review and analyze BLM, CFR, permit, and state regulatory requirements.
- Perform data mining and data cleanup across regulatory documents.
- Consolidate regulations into a centralized repository.
- Map historical incidents of non-compliance (INCs) to applicable regulations.
- Develop a regulatory tracking database and compliance framework.
- Create operational checklists for field personnel.
- Utilize AI tools and technology to accelerate analysis and categorization efforts.
- Partner with Chevron regulatory SMEs to validate requirements and interpretations.

https://insightglobal.com/workforce-privacy-policy/. Skills and Requirements- 10+ years of experience in regulatory compliance, environmental compliance, HSE, engineering, or related fields.
- Experience interpreting and applying federal regulations, particularly CFRs (Code of Federal Regulations)
- Strong data analysis and data management experience.
- Advanced Excel skills.
- AI experience, leverage AI tools.
- Experience performing document consolidation, data mining, and compliance tracking.
- Ability to translate complex regulatory requirements into operational processes and checklists.
- Strong stakeholder communication skills.
- Direct experience with Bureau of Land Management (BLM) regulations.
- Understand these regulations:
CFR & NMAC
- Oil & gas, upstream production, facilities, or operations compliance experience.
- Environmental Engineering, Environmental Science, HSE, or Engineering degree.
- Experience supporting regulatory audits or inspections.
- Familiarity with AI-enabled research or compliance tools.
