Job Description

Provides planning and coordination of the Department's training, education, accreditation, personnel, and safety development programs. Responds to safety related incidents as a Safety Officer. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. This individual will be looked upon to keep the Utilities Department current in technology, education, safety, and awareness. Able to find answers to non-traditional questions. Access to outside networks that allow exposure to new ideas and trends. Exceptional research, development ability(s) and communication skills.

Work is performed under the direction of the Assistant Utilities Director. Responsible for developing and implementing all departmental training. Manage and administer the department accreditation program under the direction of the Assistant Utilities Director. Confers with Director, Managers, Supervisors, and planners to determine training need and establishes training courses, coordinates education and training with technical and community educational institutions. Participates in the evaluation recruitment and hiring of new positions. Confers with supervisory staff to evaluate operations and identify programmatic areas in order to provide appropriate training. Analyze and respond to employee grievances related to training and safety issues per policy. Compile data and analyze past and current year training requirements. Prepares budget, justifying funds requested. Maintains records and prepares monthly, quarterly, and annual statistical reports to evaluate efficiency, performance, and progress of personnel. Screens, tests, and recommends employees for participation in internal or external educational, training and safety programs. Coordinates Department activities to ensure licensing, mandates, rules, procedures, protocols, reporting and skill retention requirements of certified personnel are met in accordance with Federal, State and Department standards. Serves as the Utilities Department representative on the City's Safety and Training Committee. Reviews and analyzes accident investigations, worker's compensation claims, etc., with the City's Management staff. Assist in the review and updates of Standard Operating Procedures. Responds to major emergencies serving as a training officer, or as assigned. Assists Managers and Supervisors with employee onboarding program. Coordinate with City's Communications Team to highlight and promote events or milestones for Utilities. Familiar with
ISO 55001
certification and accreditation for Utilities. (These essential job functions are not to be construed as a complete statement of all duties performed. Ability to read, analyze and interpret in English, general business periodicals, professional journals, technical procedures, or governmental regulations. Skilled in computer business and budget programs. Ability to write reports, business correspondence, procedure manuals and produce lesson plans. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Evaluate the effectiveness of the presentation and the responses to questions had on the audience. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule forms. Ability to collect and analyze data with the intent to present same for objective conclusion. Ability to sort and decipher between non-proven and proven results and make factually accountable recommendations. Skilled in word processing, spreadsheet type programs and multimedia presentation programs. Strong networking capacity with ability to work congenially with persons of varied education/academic levels. Ability to work independently with little oversight. Strong organizational and planning skills.
Education and Experience:
Bachelor's Degree in Public Administration or related field is preferred. •Five (5) years of experience in construction and safety trade, to include three (3) years of office management or progressively responsible administrative work. (A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
• Florida Driver's License •
ICS 100, 200, 300, NIMS
IS-700 and 800 Training (Certificates or thirty (30) day ability to obtain) CPR Certification or ability to obtain within one (1) year. Emergency Response Responsibility Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
