Administrative Analyst I:
$2,313.82 - $2,550.99•Administrative Analyst II :

The Del Norte County Department of Health and Human Services is seeking a qualified candidate to fill one vacancy for the position of Administrative Analyst (Fiscal). This position is classified as full-time.Definition :
This is an administrative, mid-management position that requires the ability and experience to perform a variety of responsible complex professional administrative and accounting duties and functions related to the activities and operations of an assigned department with minimal supervision except, as new or unusual circumstances require. This position is classified as mid-management and is exempt from overtime under the FLSA.Description of Basic Function :
Under general supervision of the department head, plans, develops, participates and assists in a variety of complex and technical accounting, research and analytical functions within a department and/or operational unit. Duties, tasks and functions may vary according to the assigned departmental responsibilities. Detailed Work Activities Essential job duties may include any of the following tasks, knowledge, skills and other characteristics. The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks. Prepares financial and special reports providing recommendations on the basis of analysis and evaluations. Prepares grant applications and/or requests for funding allocations performing the research to justify funding needs. Administers the resources such as personnel, equipment, facilities and funding necessary for meeting current and future service needs. Performs the analytical tasks necessary to determine feasibility and obtains proper authorization and funding for the development of new programs and services. Prepares comprehensive fiscal analysis addressing costs, funding sources and cash flow. Prepares narrative and statistical reports summarizing studies and outline alternatives. Presents oral, written and graphic report to the Board of Supervisors, Commissions, and Courts. Performs research and analysis on complex and sensitive areas within department structure, functions, projects, etc., as assigned. Manages special projects including grants, grant applications and grant contract. Monitors and provides technical assistance on special projects as assigned, including attending, and representing the County at meetings, hearings, conferences, etc. Collects, analyzes and evaluates information and data regarding various departmental programs, policies and procedures. Writes various reports, grant proposals and other official documents related to the activities of the assignment within the department. Coordinates overall county or departmental programs by performing such tasks as research, analysis, report writing scheduling meetings, etc. Develops, prepares and administers assigned budgets including the authorization and monitoring of departmental expenditures Performs related duties as required.Minimum Qualifications Minimum Qualifications :

Four (4) years of full-time professional experience performing administrative work in the following functional areas: general administrative, personnel, fiscal, program analysis and evaluation.Desirable Qualifications :
Experience in a governmental agency is highly preferred.Administrative Analyst II :
Pattern 1 : One (I) year full time experience as an Administrative Analyst I OR Pattern 2 : Graduation from an accredited four-year college or university with a bachelor's degree.Desirable Qualifications :

Knowledge of :
Principles, practices, methods and techniques required for budget development, research and analysis. Technical operations required for the function of the department assigned; Statistical methods and measurement devices required for analysis of the efficiency and appropriateness of various programs and funding sources. Working knowledge of proper grammar, spelling, punctuation and composition at a level used in complex and technical writing. Ability to : Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Communicate effectively, both orally and in writing, including the skill to prepare reports utilizing technical and statistical information and present appropriate facts and recommendations in graphic, written and/or oral form. Knowledge of the procedures, techniques, methods laws and regulations used and related to departmental assignments, programs and services. Ability to establish and maintain effective working relationships with staff, representatives from other departments and agencies and the public.Selection Process:
