THE OPPORTUNITYThe Management Analyst (Electric Utility Rates) performs complex financial, operational, and policy analyses in support of the City's electric utility programs, with a primary focus on electric rate design, cost-of-service analysis, and long-term financial planning. Under general supervision, the position analyzes utility revenues, expenditures, and consumption trends to evaluate rate structures and ensure the financial sustainability and equity of the City's electric utility enterprise. The analyst develops and maintains financial and rate models, conducts research and data analysis, prepares technical reports and presentations, and assists with the preparation of rate studies and policy recommendations. IDEAL CANDIDATEThe ideal candidate is an analytical and detail-oriented professional with strong financial modeling and data analysis skills and an interest in public sector utility operations. The successful candidate has experience evaluating complex financial and operational data and translating technical findings into clear recommendations for decision-makers, ideally with exposure to utility rate analysis, cost-of-service studies, financial forecasting, or enterprise fund management. The candidate demonstrates strong proficiency with advanced Excel or similar analytical tools, communicates complex technical information clearly to both technical and non-technical audiences, and has experience preparing reports, presentations, and policy recommendations for management or governing bodies. The ideal candidate is organized, collaborative, and capable of managing multiple analytical projects while working effectively with finance staff, utility operations personnel, consultants, and regulatory agencies, with prior experience in public utilities, municipal finance, or energy policy considered highly desirable.
MINIMUM AND DESIRABLE QUALIFICATIONSA
bachelor's degree in finance, accounting, public or business administration or a closely related field; OR, equivalent related work experience; AND A minimum of three (3) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses. Experience in a governmental agency is preferred.
