The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes. The Financial Services Agency The Financial Services Agency provides support services to the citizens and businesses of Ontario, as well as to City Departments, with financial affairs, budget development, procurement, accounting, payroll, and revenue services. The Agency's service objective is to direct the financial affairs of the City of Ontario, under the direction provided by the Mayor and City Council through their goals and objectives, in a timely, accurate, cost effective, and efficient manner. Financial Services Agency includes the following divisions: Accounting, Accounts Payable, Business License/ Central Cashiering, Budget, Revenue and Grant Management, Accounts Receivable, Investments, Debt Management, Payroll, Purchasing, and Special Districts/Development Impact Fee (DIF) Administration. State of the City The Ontario Plan Smart Ontario Downtown Ontario Examples of Essential Functions The essential functions typically performed by the Financial Analyst include, but are not limited to, the following: Assists in the coordination, compilation, analyzation, and preparation of the City's annual Operating Budget, Capital Improvement Program Budget, and Annual Comprehensive Financial Report (ACFR), including compiling and analyzing financial and budgetary data. Forecasts and evaluates budget expenditure and revenue estimates to support financial planning and decision-making. Analyzes and reviews budget data and prepares budgetary adjustments as necessary. Prepares comprehensive technical financial reports analyzing City departments' and divisions' revenues, expenditures, and current fiscal position. Advises City departments and divisions on budgetary issues, policies, and procedures, and assists in maintaining proper budgetary controls. Evaluates departmental budget proposals and recommends funding allocations. Conducts analytical studies of complex financial or administrative issues and makes appropriate recommendations. Assists with financial activities, including forecasting, account reconciliation, cash flow analysis, year-end and quarterly reporting, and financial reporting related to grants, loans, special districts, and bond issuance activities. Assists in the coordination of financial activities with other City departments, divisions, and outside agencies and provides guidance regarding budgetary processes. Responds to inquiries and provides information to the general public and City staff concerning technical and financial matters. Performs other related duties as assigned. Qualification Guidelines Education Bachelor's degree from an accredited college or university in finance, accounting, statistics, business administration, or a closely related field. Experience Three (3) years of progressively responsible experience related to performing budgetary and financial activities. Desirable Experience in governmental budgeting, accounting, investments, treasury operations, or municipal debt management. Supplemental Information How to Apply .
