The Budget and Finance Analyst assists with budget development, ongoing monitoring of financial performance, financial reporting, reconciliations, as well as audit processes; ensures that required financial records are maintained in accordance with CSUSM Corporation and CSU policies; oversees procurement, contracts, and accounts payable processes; and serves as a liaison and collaborative partner to CSUSM Corporation staff as well as Cal State San Marcos colleagues in Finance, Accounting, and Student Financial Services. The Budget and Finance Analyst supervises the Business Operations Coordinator.

or an equivalent combination of education and experience Experience working with accounting processes such as accounts payable, accounts receivable, journal entries/transfers, and account reconciliation Experience working independently, following verbal and written instructions, guidelines, and objectives Extensive computer experience including but not limited to MS Office software (Word, Outlook, Adobe, and PowerPoint); Intermediate to advanced Excel skills-including pivot tables, v-look ups and creating formulas General office methods, procedures, and practices Experience prioritizing projects and successful record of meeting deadlines Experience gathering and analyzing data and generating reports Preferred Adobe Sign and Planning tools (Teams, Planner, etc.) Experience with PeopleSoft or integrated financial software applications, including procurement software Experience in a higher education setting, business environment, and/or non-profit corporation Knowledge, Skills & Abilities Knowledge of basic accounting principles and financial record keeping procedures Ability to develop or run financial reports and extrapolate and compare relevant data Accounting Skills & Experience - Required (work with and interpret general ledger data) Ability to handle confidential documents and materials Ability to convert financial data into a presentation format for presentations Working knowledge of and ability to use financial accounting software (PeopleSoft-preferred) for inquiry, review of departmental budget activity, account transactions and reconciliations; ability to learn new software programs as necessary Ability to understand, develop and implement office policies, procedures, and process improvements Must be self-directed and able to complete projects with limited supervision Excellent organizational skills necessary to handle multiple tasks, achieve results, and expedite projects Must have high attention to detail and excellent oral and written communication skills Able to prioritize day-to-day work to meet timelines Ability to compose correspondence for general distribution Ability to work in a fast-paced environment; must be flexible and adapt to changing priorities Ability to interact effectively with a variety of people at various levels both internal and external to the Corporation and the campus Essential Duties and Responsibilities Assist with the development, tracking, and reconciliation of multiple department budgets Support development and presentation of periodic reports related to financial performance including revenue and expense projections, budget variance reports, as well as reports related to collections activity Provide strategic business support and analysis, including financial planning, forecasting, and financial risk analysis Ensure accounting and financial reporting comply with all applicable State and Federal laws and regulations, in addition to CSUSM Corporation and CSU policies Process and ensure timely and accurate payment of invoices and other financial documents, including chargebacks, expenditure transfers, and billing uploads Support the preparation of annual license fee rates and other housing fees Serve as a representative of CSUSM Housing to budget, finance, and accounting staff within CSUSM Corporation and Cal State San Marcos Process and track deposits Assist with internal or external fiscal and compliance audits Support reconciliations related to staff procurement cards Audit prepaid card programs for Residential Education Support Corporation procurement, which may include purchase requisitions, purchase orders, and amendments; ensuring procurements are made according to policy and procedure, generating reports for the expediting of purchasing liabilities, and working with internal and external vendors that provide contractual services Address problems using reasoning and judgment to develop practical, thorough, and creative solutions Address problems which require interpreting policies and procedures and using ingenuity to put information together in new ways Complete a variety of special projects including initiation, execution, coordination, implementation, and evaluation of the project Supervision Provide direct supervision for a full-time professional staff member (Business Operations Coordinator) Plan work, trains, advises, establishes goals, and sets expectations of supervisee Complete annual performance review and manage employee performance Oversee time and attendance reporting and absence approvals, and ensure timely approval of payroll Create a culture of positive and cooperative teamwork Assure that a climate of dignity, respect, and inclusion is established and supported among all staff Implement training and practices to provide a safe and clean working environment, free from workplace discrimination, harassment, or violence Ensure staff compliance with legal and regulatory requirements as well as CSUSM Corporation and CSU policies and procedures Customer Service Ensure a positive resident experience by handling inquiries and explaining financial policies and information about items posted to student accounts Establish and maintain positive relationships with students, parent/families and colleagues by interacting in a friendly, constructive, and professional manner in all interactions Maintain appropriate confidentiality about student records consistent with campus policy and federal regulations (FERPA) Provide students and parents/families with appropriate information and referrals to supportive campus resources (such as Student Financial Services, Financial Aid, Cougar Care Network, Cougar Pantry) Refer instances of misconduct or abuse appropriately to supervisors or other managers Other Duties and Support Functions Serve on CSUSM Corporation and University committees as appropriate Support department-wide initiatives such as, but not limited to, move-in and move-out, unit inspections, damage billing, campus new student orientation, and admissions recruiting days such as Discover CSUSM and Cougar Blue Day. These will require some evening or weekend work as assigned Participate in cross-training to understand multiple functional areas within the department Provide support to community Service Desk operations as needed, including conducting tours, receiving packages and mail, and answering phones Perform other duties as assignedPay:
