Job Description

Job Statement:
The Financial Analyst is a critical member in the Finance Department. The Financial Analyst is responsible for Financial Operations and assisting the Chief Executive Officer with the Housing Authority's bookkeeping and Tax Credit properties.
Duties and Responsibilities:
This list of duties and responsibilities is not all-inclusive and may be expanded to include other duties and responsibilities, when appropriate.   • Assist with employee onboarding and offboarding
  • Administer and coordinate employee benefits with vendors
  • Support employees in understanding and enrolling in benefits
  • Recommend improvements for efficiency, accuracy, and cost reduction
  • Assist supervisors with Employee Handbook application and regulatory compliance
  • Assist with payroll processing and employee benefits administration
  • Maintain organization of financial and employee files Financial Operations & Administrative Support (40%)
  • Support compliance for all LLCs, LPs, and subsidiaries
  • Assist with audits, financial reporting, and required filings
  • Perform monthly reconciliations and reporting
  • Assist with month-end and year-end closing processes
  • Prepare W-2s and 1099s
  • Monitor expenditures and cash flow; prepare reports
  • Recommend process improvements
  • Coordinate travel arrangements Accounts Payable (20%)
  • Manage accounts payable and invoice processing
  • Maintain vendor accounts and W-9 documentation
  • Track utility consumption
  • Process tenant refunds, reimbursements, and petty cash
Qualifications and Knowledge:
  • Bachelor's Degree in Business (or equivalent experience) required. One-year business school training or one-year related work experience in finance, data entry, bookkeeping, and clerical experience required.
  • Knowledge of generally accepted accounting principles (GAAP), practices and techniques, basic bookkeeping principles, record keeping procedures and specific departmental procedures.
  • Ability to recognize and correct errors or discrepancies in routine accounting transactions.
  • Advanced computer skills including proficiency in Microsoft Office products.
  • Strong teamwork skills with the ability to communicate effectively with team members, clients, service providers and public.
  • Understanding of low-income client populations.
  • Ability to communicate clearly and concisely orally and in writing.
  • Ability to maintain confidentiality.
  • Ability to regularly travel throughout the Authority's coverage area and occasionally travel out-of-town for various training opportunities and work-related activities, including weekends and overnight.
  • Possession of a valid driver's license and insurability under the Authority's insurance carrier's standards.
Benefits The authority currently offers the following insurance benefit plans to all full-time employees: Health Insurance Dental Insurance Vision Insurance Life Insurance Short Term Disability Pension Contribution of 13.5% The employee performs routine duties following established HUD and Housing Authority guidelines. Routinely, the employee may make decisions concerning residents or maintenance problems using personal judgment based on prior experience. Situations not covered by guidelines are referred to the supervisor or handled independently, depending on the circumstances.
