Job Summary:
United States Suitability/Public Trust Fully remote Project/Program Management The budget analyst works with the government budgeting lead to manage operating budgets for products and services at the product line and sub-PL levels. This includes developing and executing annual and multi-year budgets and creating and tracking acquisition packages. This position is fully remote within the United States. Responsibilities Monitor and proactively obtain annual budget directives and guidance on behalf of the PL, including attending training, reviewing and cataloguing new documents to brief the government budget lead, update reference documents, and proactively advise the government on all matters of budgeting Manage data entry into budget tools as directed, including systems and spreadsheets, ensuring that all elements are complete and updated and that excess funds are proactively repurposed according to PL priorities Review and pull data from budget tools to create tracking spreadsheets to monitor execution Understand differences between and monitor both enhancement and sustainment funding cycles, changes, and actions needed Advise and support pursuit of funding for previously unfunded requirements, including collecting information from teams, managing submission of required documents, and monitoring status and changes to recommend or take actions as needed Serve as a liaison communicating with budgeting entities outside the PL as directed by the government budget lead Draft and obtain government approval of presentation materials, reports, memos, and other budget-related correspondence and deliverables Support the government budget lead in calculating planned, projected, and actual costs for each phase and build of the project and entering those data into tools for analysis and reporting Review prior year and multi-year budget submissions to determine changes to project plans, requirements, and schedules requiring adjustments of estimates for the current year and advise the government on long-term budgeting strategies
Duties:
Reviews budget, acquisition, and financial reports, identifies program and project risks/issues and trends, and solicits solutions supported by narrative and quantitative and qualitative justifications. Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies. Assist with the development and refinement of technical analysis and financial metrics and validating the representation of accurate data in management reporting. Uses analytical techniques and collaborates with other team members to formulate findings and present briefings that are well organized, supportable, and clearly expressed, with conclusions and recommendations. Expresses ideas and facts to individuals or groups effectively; makes clear and convincing oral and written presentations; listens to others; facilitates an open exchange of ideas. Manages critical components of comprehensive portfolio management, including change management, risk management, budget, or other cross-portfolio process areas. Provides consultation and guidance to VA senior management on policy and planning. Maintains an in-depth, current knowledge of requirements, procedures, policies, directives, to provide direction to team members and assist with resolving complex issues.
