Active Secret Waypoint's customer is seeking Financial Analysts to support the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) under the SAIC Task Order. These positions require thorough knowledge of the Department of Defense (DoD) financial systems infrastructure and procedures throughout all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process. Selected candidates will provide comprehensive financial and programmatic support ensuring compliance with all Office of the Secretary of Defense (OSD) mandated timelines for PPBE-related document submissions.
Responsibilities:
Assist R&E in developing the Program Objectives Memorandum (POM) and Budget Estimate Submission (BES) for R&E, including managing internal R&E budget reviews, R&E change/budget proposals, reviewing budget submission entries in Excel and applicable databases, and developing and reviewing detailed budget justification materials (R-Forms, P-Forms, etc.). Prepare analyses and evaluations of the effectiveness of programs and operations and analyze financial and budgetary trends. Prepare documents and briefings for review and use by DoD senior leadership. Review statements of work and required funding documentation for approved R&E projects. Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on funding distribution, monitor obligation and disbursement rates for funded projects, and document annual expenditures. Assist in preparing required documentation to support the DoD PPBE process, including but not limited to Research and Development Descriptive Summaries (R1-R4), Program and Budget Issue Papers, and supporting documentation for Program Decision Memoranda (PDMs). Prepare and participate in Mid-Year Reviews and other PPBE meetings as required. Assist R&E in identifying baseline financial processes and designing target financial and business processes and procedures that, when implemented, can result in significant improvements in mission and cost effectiveness. Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases as required for OUSD(R&E). Assist in preparing audit readiness materials and associated documentation. Execute and follow up on all budgetary data calls.
Requirements:
Minimum of six (6) years of experience. Highly preferred experience and skills in DoD acquisition and PPBE processes at the DoD and/or Service Component Headquarters level. Knowledge of funding execution processes, DoD organization and structure, particularly the R D structure of OSD, Military Services, and Combatant Commands, is preferred. Proficiency in Microsoft Office (PowerPoint, Word, Access, Excel) is required. Strong written and oral communication skills are essential. A bachelor's degree from an accredited college or university in accounting, business management, or finance is required. At the discretion of the Government, a minimum of four (4) years of specialized experience, including military budget experience, may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above.
