Job Description
Cook County Offices Under The President Administrative Hearings Auditor Bureau of Administration Bureau of Economic Development Bureau of Finance Bureau of Human Resources Bureau of Technology Facilities Office of the President Job Summary The Office of the Independent Inspector General (OIIG) was created to detect, deter and prevent corruption fraud, waste, mismanagement, unlawful political discrimination or misconduct in the operation of Cook County Government. Cook County, Ill., Ordinances 07-O-52 (2007). Serves as a lead Performance Analyst. Performs highly complex compliance and performance reviews of Cook County agencies, programs, and operations. Conducts interviews, prepares comprehensive reports detailing findings and conclusions, and makes recommendations to the Inspector General and other senior level staff for corrective action to improve the efficiency and effectiveness of County government. Assumes responsibility for supervising and mentoring OIIG Senior Performance Analyst and OIIG Auditor. This position may also involve a concentration focusing on investigation, oversight, auditing and monitoring of government compliance with the terms of the orders entered in Shakman v. Cook County prohibiting unlawful political discrimination. This position is Actively Recruited and at will. Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's degree is required.
- Eight (8) years of full-time paid work experience in the conduct of program auditing, operations analysis, performance review, financial examination, or compliance oversight is required. Knowledge, Skills, Abilities and Other Characteristics
- Extensive knowledge of rules, regulations and operating procedures as they pertain to performing compliance and performance reviews at all levels of government and the private sector.
- Extensive knowledge of applicable laws and regulations of state, local, and other authorities relative to cases of abuse, fraud, waste, and mismanagement as well as criminal and civil misconduct.
- Skill in performing in-depth, confidential, sensitive and highly complex reviews requiring document review and the conduct of interviews with complainants, witnesses, victims and other agency representatives.
- Drafting skills necessary to prepare review and evaluation programs and plans, investigative reports and other documentation in a clear, concise, and accurate manner.
- Extensive knowledge of and experience with data analysis methods and software.
- Knowledge of community resources and referrals with the ability to access such services on behalf of Cook County.
- Knowledge of modern supervisory practices with strong leadership skills.
- Skill in the use of Microsoft Office Suite with emphasis on Word and Excel.
- Skill and ability to elicit and organize facts and information from others.
- Ability to work independently and as part of a diverse team on uncomplicate.
