• Financial Review About Rate Regulation The Rate Regulation division is the branch of the PUCT that is most involved in the agency's traditional regulatory rate-setting function.

The Rate Regulation division consists of two sections: Financial Review and Tariff and Rate Analysis. The Financial Review section includes staff members with educational backgrounds primarily in accounting and finance; these staff members evaluate the legitimacy and reasonableness of a utility company's expense levels and develop estimates of an appropriate rate of return on the utility company's capital investment. The Tariff and Rate Analysis section includes staff members with educational backgrounds primarily in economics and finance; these staff members develop the specific rates that a utility company charges its customers and address issues related to the proper allocation of a utility's costs to different customer groups, such as residential, commercial, and industrial customers. The Rate Regulation Division also leads and participates in various rulemaking proceedings and works on other projects involving rate-related issues for electric, water, and telephone utility companies. The Rate Regulation Division is seeking a Financial Examiner, a position responsible for performing routine to highly complex accounting work, including the review of rate change and other applications filed with the Commission. Work involves analyzing utility reports, accounting records, contracts, and other pertinent information for regulated and unregulated utilities subject to Commission oversight for compliance with accounting standards, state laws, and Commission regulations, and reasonableness of costs. Work involves preparing written recommendations with attention to mathematical accuracy of financial calculations, clarity, precision, and grammatical accuracy.

Financial Examiner III An undergraduate degree or higher from an accredited four (4) year college or university with major coursework in accounting, finance, or business administration, plus one (1) year of experience in utility accounting, regulatory accounting, finance, or public accounting. Financial Examiner IV An undergraduate degree or higher from an accredited four (4) year college or university with major coursework in accounting, finance, or business administration, plus two (2) years' experience in utility accounting, regulatory accounting, finance, or public accounting. Financial Examiner V An undergraduate degree or higher from an accredited four (4) year college or university with major coursework in accounting, finance or business administration; plus (4) years' experience in utility accounting, regulatory accounting, finance, or public accounting; and an active Certified Public Accountant (CPA) license or Chartered Financial Analyst (CFA) designation.

Preferred Qualifications :

Certified Public Accountant (CPA) license, Certified Management Accountant (CMA) certification, or Chartered Financial Analyst (CFA) designation. Experience in utility or regulatory accounting, including electric, telecommunications, or water and wastewater utilities. Experience with rate regulation, cost of service analysis, or financial modeling in a regulatory environment. Experience preparing or supporting expert testimony, regulatory filings, or contested case proceedings.

WORK SCHEDULE

The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position. Newly hired employees are required to complete a waiting period before becoming eligible to telecommute. After thirty (30) days of employment and with supervisor approval, a new hire may telecommute up to one (1) day per week. After ninety (90) days of employment and with supervisor approval, a new hire may telecommute up to two (2) days per week. Supervisors may require new hires to report to the office more frequently if necessary to support training, performance, or business needs.
