Videos Duties Help As a Consumer Access Specialist, you will: Analyze field of membership amendment requests with emphasis on the complex requests. Review and analyze the field of membership of credit unions involved in potential consolidions to determine compibility for the purposes of NCUA's chartering policies. Respond to inquiries from groups interested in pursuing a federal charter. Review and analyze routine requests for federal credit union bylaw amendments. Respond orally and in writing to routine and complex share insurance inquiries from federally insured credit unions, the public, and referred by NCUA Consumer Assistance Center. Requirements Help Conditions of employment You must be a U.S. Citizen. Suitable adjudicion of background/security investigion is required. A financial disclosure is required. Qualificions To meet the minimum qualificion requirements for the grade CU-11, you must have one of the following (A, B, or C):
A. EXPERIENCE
: One (1) full year of specialized experience equivalent to the
CU/GS-09
level (obtained in the public or prive sector) th has equipped the applicant with the competencies (knowledge, skills, abilities) to successfully perform the duties of this position. This experience must have included all of the following: 1) responding to correspondence and inquiries; 2) analyzing field of membership amendment requests; and 3) interpreting financial rules, regulions and stutes.
OR B. EDUCATION
: Completion of three (3) full academic years of progressively higher gradue-level educion or Ph.D. or equivalent doctoral degree. Such educion must demonstre the knowledge, skills and abilities necessary for successful job performance in the position to be filled; and included least six (6) semester hours of course work in accounting or equivalent courses and three (3) semester hours in introductory auditing• (or an equivalent course) for a total of nine (9) semester hours. ACCOUNTING COURSEWORK
: To qualify based on educion, your educion must have included six (6) semester hours of course work in accounting (or equivalent courses) and three (3) semester hours of course work in introductory auditing• (or an equivalent course) for a total of nine (9) semester hours. These courses may have been the gradue or undergradue level and must have included coursework th provided instruction in the following: A. Basic accounting concepts and theories and the essentials of the accounting process (i.e., income determinion and financial position; a fundamental understanding of the general ledger and subsidiary ledgers; evaluion of adjusting, closing, and correcting entries; analysis of financial stements and bank stement reconciliion; understanding of accrual and cash methods; awareness of Generally Accepted Accounting Principles); AND B. External financial reporting with emphasis on balance sheet valuions and their relionship to income determinion; AND C. Principles of finance and their applicion to typical financial problems of business enterprises such as the measurement and disclosure problem associed with cash, receivables, fixed assets, and intangibles. Special emphasis on financial analysis, management of working capital, cost of capital, capital budgeting, long-term financing, dividend policy, and internal financing; AND D. Fundamental auditing concepts, such as, internal controls, separion of duties, independence of judgment, and verificion of accounts; awareness of Generally Accepted Auditing Standards.
NOTE:
Alternive Method To Meet Auditing Experience/Educion Requirement:
For applicants who do not possess the required auditing experience/educion, NCUA will allow applicants an opportunity to complete the three (3) semester hours of course work in introductory auditing (or equivalent course) within ten (10) months after beginning employment NCUA. This auditing course must provide instruction in the fundamental auditing concepts such as internal controls, separion of duties, independence of judgment, and verificion of accounts; awareness of Generally Accepted Auditing Standards. The NCUA agrees to fund this course, if needed. Failure to successfully complete this course requirement within the required time period is cause for terminion of employment NCUA. The approprie Regional Director may approve a waiver to extend the 10-month requirement (not-to-exceed a total of 18 months). Decisions are made on a case-by-case basis.

SALARY:
Pay set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compension policy.
