Job Description

The fundamental reason the classification exists is to lead the City's financial reporting, technical accounting, and financial systems integrity functions. The role serves as the Finance Department's senior technical authority on GAAP- and GASB-compliant reporting, providing functional leadership for major Citywide financial processes that ensure accuracy, transparency, and compliance across all funds. The work responsibilities include developing and implementing financial reporting strategies; interpreting and applying technical accounting standards; overseeing the integrity of financial data; and leading major improvements and updates to the City's financial systems. The position works closely with the Chief Financial Officer, Deputy Finance Officer, IT staff, auditors, consultants, and departmental leadership to strengthen financial operations, enhance financial systems by monitoring functionality, coordinating updates, developing reporting tools and automated workflows to support strategic decision-making, and maintaining the reliability of financial information used throughout the City. The position reports to the Chief Financial Officer. Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field, and five (5) years of progressively responsible professional experience in governmental accounting, financial reporting, or auditing, including at least two (2) years of experience performing advanced technical accounting work or serving in a senior, lead, supervisory, or project leadership capacity. Experience must include responsibility for preparing or reviewing financial statements in compliance with GAAP and GASB standards and working with financial management or Enterprise Resource Planning (ERP) systems in a public-sector environment. Professional certifications such as Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Financial Manager (CGFM), and/or experience in municipal fund accounting, financial system implementation or upgrades, business intelligence/reporting tools, and interpreting and applying new GASB pronouncements are a plus.
