The Finance Manager is responsible for protecting the financial health of the Authority through effective leadership of all accounting, financial planning, and fiscal management functions. The role ensures compliance with tribal and federal requirements; oversees annual budgeting and financial reporting; manages cash flow for multi-crop agricultural operations; supports procurement and capital planning; and works closely with the Farm Manager and TOFA Board to promote the Authority's long-term financial and operational well-being. The Finance Manager provides strategic financial insight, ensures the responsible and transparent use of funds, and maintains systems that strengthen accountability, operational efficiency, and the preservation of Tohono O'odham farming values. This list of duties and responsibilities is illustrative only of the tasks performed by this position and is not all-inclusive.
Minimum Qualifications:
1. Bachelor's degree in Accounting, Finance, Agricultural Business, Business Administration, or related field. CPA, CFM, CFMP, CGFM and/or MBA highly desirable. 2. Minimum 3-5 years of progressive accounting or financial management experience, preferably in agriculture, agribusiness, tribal enterprises, or government-funded organizations. 3. Experience with agricultural finance, including procurement, federal grants and subsidies (FSA, USDA, NRCS, EQIP, ARPA, BIA Trust Services and other cost-share or infrastructure programs), capital equipment financing, commodity cost accounting, and product market development. 4. Thorough understanding of GAAP and all accounting functional areas (A/P, A/R, payroll, cost centers, inventory, fixed assets, project accounting). 5. Experience with accounting software and ERP systems (such as QuickBooks Enterprise, Sage Intacct, AgExpert, FAMOUS, or other agricultural accounting tools). 6. Strong verbal, written, analytical, and organizational skills. 7. High level of ethics, integrity, confidentiality, transparency, and professional accountability. 8. Supervisory or management experience, including knowledge of payroll, procurement, HR coordination, and administrative procedures. 9. Ability to translate and communicate financial concepts to individuals at all levels, including non-finance personnel. 10. Knowledge of, or willingness to learn about, the historical and cultural significance of farming to the Tohono O'odham Nation. 11. Ability to work under deadlines, manage seasonal priorities, and problem-solve within a complex agricultural environment. 12. Requires possessing and maintaining a Valid Arizona Driver's License (no DUIs or major traffic citations within the last three years). 13. Must successfully complete a background and fingerprint check and be willing to sign a confidentiality statement upon hire.
Essential Duties and Responsibilities:
Financial Management & Reporting Oversee all accounting functions, including general ledger maintenance, fiscal record integrity, and preparation of monthly, quarterly, and annual financial statements. Monitor and project cash flow to support seasonal cycles, payroll, capital expenditures, and operational needs. Perform and/or supervise reconciliations for bank accounts, inventory, fuel, fixed assets, and other financial categories. Develop financial forecasts, cost-of-production analyses, and scenario planning for crops and capital investments. Prepare annual budgets in collaboration with the Farm Manager and TOFA Board; track variances and report regularly. Internal Controls, Compliance & Audits Develop, implement, and monitor accounting policies, procedures, and internal controls to ensure compliance with tribal, and federal requirements. Ensure adherence to procurement guidelines, grant restrictions, USDA guidelines, and auditing standards. Coordinate annual financial audits and ensure timely response to audit requests and corrective actions. Safeguard TOFA's assets through financial oversight of inventory, equipment purchases, and spending policies. Procurement, Banking & Capital Finance Review contracts, vendor agreements, and procurement requests to ensure financial soundness and compliance. Provide financial analysis, documentation, and recommendations to assist the TOFA Board and TON Legislative Council in their negotiations with banks, lenders, and major vendors related to credit, capital equipment financing, and major procurement decisions. Oversee financial administration of grants and cost-share programs, ensuring proper documentation, reporting, and compliance. Collaboration, Communication & Leadership Provide periodic financial updates to the Farm Manager and TOFA Board, including insights on risks, trends, and strategies. Serve as a financial advisor to operational leadership, offering guidance on budgeting, resource allocation, and long-term planning. Participate in organizational planning, staffing recommendations, and development of departmental functions. Supervise finance staff; establish expectations, workflow processes, and professional development support. Other Duties Exercise sound business judgment to effectively execute TOFA Board policies and directives. Contribute to long-term planning related to infrastructure development, crop diversification, and operational expansion. Perform additional duties as assigned by the TOFA Management Board.
Preferred Qualifications:
Experience managing finances for farms exceeding 1,000 acres or multi-crop operations. Knowledge of agricultural cost accounting for inputs such as seed, fertilizer, chemicals, irrigation, seasonal labor, and equipment depreciation. Experience with tribal government operations, tribal enterprises, or sovereign governance structures. Familiarity with agricultural risk management programs (crop insurance, hedging, forward contracts, USDA RMA programs). Experience with capital project budgeting, equipment fleet planning, or large-scale irrigation infrastructure projects. Experience preparing board-level reporting packages and communicating complex financial information in clear, actionable terms. Bilingual; O'odham/English ideal but not required
Physical Demands:
While performing the duties of this position, the employee is regularly required to communicate effectively, use hands and fingers to operate a computer and other office equipment, and reach with hands and arms. The employee may occasionally be required to stand, walk, sit, stoop, kneel, or crouch in the course of routine office tasks or when accessing files or materials, and may also occasionally traverse uneven ground during field or facility assessments. The employee must be able to occasionally lift and/or move up to 25 pounds.
