JOB DESCRIPTION JOB SUMMARY
The Accounting Manager is responsible for the direction and coordination of the accounting division, to include the accurate recording of the revenues, expenditures, assets and liabilities for the City of Cocoa including daily, monthly, quarterly and annual activities. This position is also responsible for assisting with the preparation of annual financial statements and coordination of the City's annual audit. The Accounting Manager is responsible for the direct supervision and evaluation of the performance of assigned direct and contracted staff. The Accounting Manager has the freedom to establish, implement and oversee policies in the selected division restricted only by the Finance Director.
ESSENTIAL JOB FUNCTIONS
Provides Direction and Coordination of the Activities of the
Accounting Division:
Implements and directs the accomplishment of departmental goals and objectives and departmental policies and procedures for the accounting and payroll functions. Oversees the accounting activities required to maintain the City's general ledger, payroll, accounts receivable and accounts payable transactions, debt activity, reconciliations and fixed asset activity. Directs the cash management function, including placement and movement of cash in various funds. Resolves complex accounting issues. Reviews and audits general ledger to ensure accuracy of posting(s). Supervises and coordinates monthly and annual closing activities for all financial functions including payroll, accounts payable and accounts receivable. Assists the Finance Director in coordinating the annual financial audit and ensures accuracy and timeliness of the report. Collaborates with the Finance Department to ensure compliance with all financial policies as related to job responsibilities. Designs, implements and monitors an effective system of internal control standards. Exercises independent decision making for accounting department operations. Follows instructions provided by Department Director or their designee.
Supervisory Responsibilities:
Supports and exemplifies the City's identified core values, supports the mission and assists the City to attain its' vision and goals through the efficient operation of assigned employees and/or divisions. Carries out management responsibilities in accordance with the City's policies, procedures and applicable laws, including employment laws. Collaborates with Human Resources and the Finance Director to accomplish employee selection, training and performance management functions. Collaborates with Human Resources and the Finance Director to address complaints and assist in resolving employee relation issues and holds employees accountable for their performance/behaviors as necessary. Plans, assigns and directs work of directly supervised staff. Evaluates employees' performance in a timely manner using the employee evaluation forms instituted by the City of Cocoa. Oversees and ensures that the required Department/Division orientation and training and applicable on-the-job training is completed.
Additional Duties and Responsibilities:
Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies. Follows safe working practices and has a working knowledge of safety practices and procedures. Monitors the City's budget and communicates variances to budgetary personnel. Adheres to laws, regulations and policies of the City and of the assigned Department. Participates in department meetings, staff meetings and other related activities. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills. Maintains, preserves, retains and disposes of public records pursuant to FS Chapter 119. Plans and establishes policies and procedures concerned with cash management, accounts receivable, accounts payable, capital asset management, and payroll processing. Provides accounting information relating to the Budget Preparation Manual. Prepares monthly expenditure reports reflecting expenditures, encumbrances and current balances for all accounts and resolves all accounting problems with departments. Reviews and analyzes departmental expenditures/revenues and funds for variances and trends of projected expenditures and revenues in relation to actual experience. The majority of position duties are required to be performed on-site. Develops procedures for pre-audits of all invoices submitted for direct payments and methods for determining validity, purpose of expenditures, and proper appropriation coding. Manages the annual audit and preparation of the Comprehensive Annual Financial Report (CAFR), the Annual Financial Report, and other reporting requirements. Develops, revises and implements accounting systems and procedures for the purpose of improving efficiency and maintaining control of revenue and expenditures.
Emergency Management Role:
Participates as a member of the City staff as required to take action in the event of an emergency. Mission Essential Employees may be required to work during a declared or undeclared emergency. This position is not designated as a Mission Essential Employee in the City's Emergency Management Plan, but may be required to work during a declared or undeclared emergency under certain circumstances.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, Skills and Abilities:
Knowledge (intermediate to advanced level) of local, state and federal regulations affecting work. Knowledge (advanced level) of departmental rules, policies and procedures. Knowledge (intermediate to advanced level) of the principles and practices of governmental accounting and municipal financial management. Knowledge (intermediate to advanced level) of the organization and government finance. Knowledge (intermediate to advanced level) of the principles and practices of generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), and IRS Regulations. Knowledge of governmental organizations in analyzing, evaluating and reporting on financial systems. Knowledge of the laws, rules and regulations pertaining to governmental accounting, purchasing and budgeting. Knowledge of governmental accounting, auditing, and financing practices and procedures. Ability to analyze and interpret complex budgets and financial reports and plan and implement fiscal and budgetary procedures. Ability to work effectively with department heads and other administrative personnel. Knowledge of supervisory practices and procedures. Knowledge of business management practices. Skill in effectively dealing with the public and other agencies in a courteous, tactful and impartial manner. Skill in analyzing complex situations accurately and adopting effective and reasonable course of action. Skill in presenting complicated subject matters both orally, graphically, and written. Skill in the use of a variety of computer programs, including Microsoft Office, and various other office equipment. Experience with Central Square software is a plus. Ability to establish and maintain effective working relationships with other employees and the public. Ability to safely operate a motor vehicle. Ability to maintain confidential information. Ability to establish policies and procedures. Ability to work independently. Ability (intermediate to advanced level) to utilize Microsoft Office Suite, e.g. Outlook, Word and Excel. Ability (advanced level) to utilize financial, accounting software, and work management software suites. Ability to conduct interviews of prospective employees.
EDUCATION AND EXPERIENCE QUALIFICATIONS
Education and Experience:
A minimum of a Bachelor's degree (BA/BS) from an accredited college or university in finance, accounting, business administration or related field is required. A minimum of five (5) years' experience in finance and/or accounting or related field, including a minimum of three (3) years' in a progressively responsible supervisory position is required. Government agency experience is preferred. A comparable combination of education and experience may be considered. Certificates, Licenses and/or
Registrations Required:
Florida Certified Public Accountant, Certified Government Finance Officer or Certified Public Finance Officer designation is preferred.
Security Clearance:
Florida Department of Law Enforcement background clearance is required.
Special Qualifications:
For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire.
ESSENTIAL PHYSICAL SKILLS PHYSICAL DEMANDS
