Job Description

The Financial Aid Team Manager - Compliance & Quality Control supports the Associate Director of Compliance in overseeing regulatory compliance functions within the Office of Financial Aid. This position ensures accurate and timely administration of high-risk processes including Return of Title IV Funds (R2T4), athletics financial aid compliance, reconciliation monitoring, quality assurance reviews, and staff regulatory training coordination. The Team Manager serves as an escalation resource for complex regulatory matters and collaborates with program teams to promote consistent, well-documented, and audit-ready processes across the Office of Financial Aid.
Required Qualifications:
Bachelor's degree in a relevant field. Three or more years of progressively responsible financial aid experience with strong compliance focus.
Degree Equivalency Clause:
Four years of direct experience for a bachelor's degree.
  • Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S.
  • SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
  • A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
  • (a) Two years of direct experience for an associate degree;
  • (b) Four years of direct experience for a bachelor's degree;
  • (c) Six years of direct experience for a master's degree;
  • (d) Seven years of direct experience for a professional degree; or
  • (e) Nine years of direct experience for a doctoral degree
  • Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
  • Minimum Qualifications that require a high school diploma are exempt from SB 1310.
Preferred Qualifications:
  • Master's degree in a relevant field.
Knowledge, Skills & Abilities:
Experience with Banner/OASIS, COD, NSLDS, FAA Access to CPS Online, and reconciliation reporting tools.
  • Experience supporting audits or program reviews.
  • Demonstrated knowledge of Title IV regulations, R2T4 requirements, reconciliation practices, and NCAA aid coordination.
Supervisory experience overseeing professional staff.
  • Strong analytical and organizational skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple deadlines in a compliance-driven environment
  • Experience developing or coordinating staff training programs Experience supporting audits or program reviews.
  • Demonstrated knowledge of Title IV regulations, R2T4 requirements, reconciliation practices, and NCAA aid coordination.
  • Must be in good standing on all federal student loans; NSLDS access required.
  • Must handle sensitive information with discretion and integrity Compliance Oversight & Quality Control - 30%
  • Assist the Associate Director of Compliance in monitoring adherence to federal, state, NCAA, and institutional regulations.
  • Develop and implement quality control reviews to ensure accuracy of awarding, disbursement, and reporting processes.
  • Review files, reports, and workflows to identify compliance risks or operational inconsistencies.
  • Oversee the development and maintenance of written standards, procedures, and reference materials. Return of Title IV (R2T4) & Regulatory Processes - 20%
  • Supervise R2T4 processing to ensure accurate calculations and completion within federally prescribed deadlines.
  • Monitor regulatory timelines and reporting requirements related to withdrawals and post-withdrawal disbursements.
  • Provide staff guidance and oversight related to withdrawal processing compliance. Athletics Financial Aid Compliance - 15%
  • Coordinate with the Athletics Compliance Office and University Controller's Office to ensure awarding, disbursement, and refunding of aid to student-athletes aligns with NCAA and federal regulations.
  • Serve as escalation point for athletics-related aid concerns.
  • Oversee the staff member responsible for administering athletics financial aid to ensure regulatory compliance, accurate awarding, and timely processing.
  • Maintain documentation and procedures related to athletics financial aid compliance. Training Coordination & Certification Oversight - 20%
  • Coordinate compliance-related training for financial aid staff in collaboration with program team managers.
  • Oversee the development and maintenance of training materials to ensure alignment with current regulatory guidance.
  • Track staff training completion, certifications, and required continuing education.
  • Maintain documentation of training records to support audit and program review readiness. Supervision & Staff Development - 10%
  • Supervise two full-time professional staff members responsible for compliance-related functions.
  • Supervise student employees assigned to compliance activities as applicable.
  • Provide performance management, coaching, workload oversight, and professional development support.
  • Conduct performance evaluations and establish individual and team goals aligned with compliance objectives. Reconciliation Monitoring & Audit Support - 5%
  • Monitor reconciliation processes for Pell Grants, TEACH Grants, Direct Loans, and other federal programs in coordination with leadership.
  • Assist in identifying discrepancies and implementing corrective action.
  • Support audit preparation, documentation requests, and program review coordination.
Special Notes:
  • Primarily office-based with standard physical demands typical of an administrative environment.
  • Extended hours may be required during audit periods, reconciliation cycles, or regulatory deadlines.
