Job Description

The purpose of this classification is to manage the operation and staff of a large, complex division in the Finance department. Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; processing employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals and trains staff in operations, policies and procedures. Organizes, prioritizes, and assigns work of assigned division: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to the Director, County administrators and elected officials. Develops, plans, and implements long- and short-term strategic plans, goals, and objectives for assigned division: evaluates performance and effectiveness of current division services, programs, and systems in relation to growing needs of the County; and identifies and implements needed changes, modifications and/or enhancements. Develops, recommends, updates, and implements policies and procedures for assigned division: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs, and implements new and revised policies and/or processes; and ensures division activities comply with established policies and standards. Develops and administers budget for assigned division: forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; and prepares and submits financial documentation and records.
Manages the general accounting operations:
provides assistance to external auditors; prepares work papers, schedules and fund variances; responds to questions and provides information; assists in the preparation and review of the Annual Comprehensive Financial Report (ACFR) and other reports; assists in preparation and review of financial statements, notes, and required supplementary information; performs fund and grant accounting and review for assigned funds and grants; posts journal entries and cash receipts; prepares wires; reviews balance sheets; makes adjustments as needed; and manages special projects as assigned. Performs other related duties as assigned. Minimum Qualifications Bachelor's Degree in Business Administration, Finance, Accounting, or related field required (Master's Degree preferred); supplemented by seven years of professional level experience in area of assignment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Driver's License. Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements Some tasks require the ability to communicate orally.
