Title:
MANAGER, ACCOUNTING POSITION SUMMARY
The Manager, Accounting is a key member of NOPB's management team, and will oversee the accounting for NOPB operations in accordance with generally accepted accounting principles (GAAP) issued by the Financial Accounting Standards Board and other regulatory and advisory organizations and in accordance with financial management techniques and practices within the railroad industry. The Manager, Accounting will also oversee timekeeping and payroll processing and ensure that NOPB is in compliance with federal and state payroll tax filing requirements. Reports directly to the Director, Accounting. POSITION REQUIREMENTS
Education:
The Manager, Accounting must hold a bachelor's degree from a well-regarded university in the field of accounting, or business administration with a concentration in accounting, or in a related business field which curriculum included 30+ credit hours in accounting. A licensed CPA is preferred.
Experience:
The Manager, Accounting must be an experienced accountant with the accounting skills, multi-disciplined background, and interpersonal skills sufficient to function successfully in a highly visible and challenging position. The following background is strongly preferred: A minimum of 5 years' experience in public or private industry accounting, including leadership and managerial experience. Proficient in use of Microsoft Office and related software including Excel, Word, Outlook, Access, and PowerPoint. Experience with a variety of financial accounting and Human Resource/Payroll software applications, especially ADP Workforce Now and FinancialForce. Specific experience with railroad or transportation operations a plus.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Manager, Accounting must have a broad accounting background and business experience to perform the following functions:
  • Ensure that reporting of financial results including explaining fluctuations from prior periods and budget is accurate.
  • Coordinate user training in use of financial reporting and payroll system applications.
  • Ensure that financial reporting is in accordance with United States Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).
  • Assist in the preparation of NOPB's annual Operating Budget and Capital Budget.
  • Ensure that monthly balance sheet reconciliations are completed accurately and timely.
  • Review semi-monthly payroll transactions prior to finalization and processing.
  • Ensure that all accounting and procurement job duties are completed accurately and timely and that policies and procedures are adhered to.
  • Supervise all accounting and other administrative employees, ensuring allocation of personnel allowing for special assignments, vacation, sick leave, and/or other paid time off.
  • Assists the Director, Accounting with employee use of banking software, managing available bank balances, and payroll tax remittance, filing and reporting.
  • Coordinate with auditors the annual financial statement audit and other financial and compliance audits as necessary.
  • Assists the Director, Accounting in procuring non-professional services, materials and supplies, and public work in accordance with Louisiana Revised Statutes Title 38, Sections 2211-2212 (public bid law).
  • Assists the Director, Accounting in coordinating with department heads for the advertisement and distribution of Requests for Proposals for professional services procurements as necessary.
WORKING CONDITIONS
  • Good hearing and vision required.
  • Must be able to sit or stand for extended periods of time.
  • Must be able to walk, stand, bend, stoop, and twist to retrieve files, ledgers, and record books.
  • Must be able to regularly lift objects weighing up to 10 pounds and occasionally lift objects weighing up to 25 pounds with assistance.
  • The employee regularly works inside a well-lighted, climate-controlled office and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • The employee will be required to occasionally visit Operations in the Field.
SPECIAL REQUIREMENTS
Safety equipment and personal protective equipment must be worn when and where needed. Employee must have dependable transportation and a telephone. Employee may be required to obtain a Transportation Worker Identification Credential (TWIC).
