The Division Chief of Finance and Administration position provides overall financial oversight, budget development, and administrative and managerial guidance and support to the Department. The job responsibilities include planning, developing, and implementing the annual operating and capital budget; overseeing the Department's financial transactions compliance with the County's fiscal policy; assisting program staff in conducting fiscal impact analysis for County/State proposed legislations or the County's Executive Regulations; leading program staff in working with other relevant County agencies involving contract administration procedures and issues; coordinating the analysis and reporting of financial and performance data for DHCA's programs and services; supervising implementation of rental housing licensing and common ownership community registration processes and revenue collection; supervising implementation of annual federal grant-funded projects and activities; supervising and supporting the asset management team's operations to ensure compliance with regulatory agreements and loan servicing; and leading program staff in collaborating with other divisions, programs, and sections in the Department. The Division Chief of Finance and Administration position directly supervises four staff, including an M3 position in the Licensing and Registration Program, an M3 position managing the Grant and Asset Management section, a Management and Budget Analyst, and an Administrative Specialist. This role also oversees 13 FTEs across three programs embedded in the Finance and Administration Division. Perform and lead all budget-related work assignments, including: developing and submitting DHCA's annual operating and capital budgets responding to budgetary questions raised by OMB, the County Executive's Office, and the County Council maintaining productive working relationships with OMB and Council staff during the budget deliberation assisting DHCA's program managers in managing their respective budgets and monitoring expenses. Review and provide input on all fiscal impact analyses conducted by DHCA staff for relevant legislative and Executive Regulation proposals. Supervise the staff to provide the required quarterly expenditure/revenue analysis and encumbrance liquidations to OMB. Supervise the staff to update the personnel records in Oracle based on the annually approved budget and/or the hiring status to reflect actual personnel charges. Collaborate with Finance/OMB to support the issuance of taxable bonds to finance affordable housing projects. Supervise, monitor, and approve any journal entry requests to meet the County's fiscal policy and budgetary procedures. Directly supervise two Finance and Administration management staff, a manager for the Grant/Asset Management Team, and a manager for the Licensing and Registration Program. Oversee 13 FTEs in the Finance and Administration Division to lead and guide managers and staff to address any personnel and operational issues for successful program implementation. Provide guidance and decisions to support program operations, data tracking and reporting, and compliance with Federal, State, and local laws, regulations, and procedures. Coordinate with other division chiefs and managers to support DHCA's operational needs and resolve any financial-related issues. Supervise and guide the relevant staff in performing financial reconciliation to resolve discrepancies before year-end. Manage and oversee capital lending provided through the Montgomery Housing Initiative Fund, the Affordable Housing Opportunity Fund, the Nonprofit Preservation Fund, the Troubled Common Ownership Communities Loan Fund, and Federal/State grants for a wide range of projects to support production and preservation of affordable housing units, revitalization of troubled COCs, and neighborhood investment across different communities in the County. Supervise and oversee funding allocations for housing loans and rental assistance to ensure compliance with Federal, State, and local regulatory and monitoring requirements. Supervise and oversee revenue collection to address any unmatched records and accounting requirements. Oversee and monitor program expenditures to address potential budgetary issues and reallocate funds within the appropriation level to meet the Department's operational needs. Collaborate with program staff to complete all required financial reports and auditing to the Department of Finance. Supervise the division's program managers and staff to establish internal procedures and business processes for making invoice payments and completing financial transactions in accordance with Finance's guidance and requirements. Advise and guide the staff to resolve any procurement and contractual issues to meet the County's requirements. Assist DHCA's Director, Deputy Director, and other division chiefs or managers in developing strategies and resolving issues confronted by DHCA. Collaborate with the Housing Chief and Multifamily team to update the monthly/quarterly pipeline report. Provide guidance and leadership support to enhance partnership building across various programs and internal/external entities. Conduct a regular review of DHCA financial and budgetary issues with the leadership team to support the department's overall operational needs and meet the County Executive's policy priorities. Serve as the key point of contact for budgetary and financial issues and communicate with OMB, Finance, County Council, relevant County agencies, and other outside partners and subrecipients to solve problems. Collaborate with other County agencies and external stakeholders to support DHCA policy priorities and program objectives. Serve as DHCA's designated staff to review and approve the staff's role and responsibilities in iamMCG before granting their access to Oracle or the BI. Weekend and evening hours will be required for this role, as needed.Experience:
Seven years of progressively responsible professional experience in Oversight of financial administration, budget development and monitoring, and housing-related financial functions; Th ree years of which were in a supervisory or executive capacity.Note:
