Job Description

The Michigan Department of Treasury is seeking a dynamic and experienced Financial Manager to lead the Support Services Section within the Financial Services Division (FSD). This leadership role is responsible for directing, planning, organizing, and overseeing all section operations to ensure efficiency, compliance, and strong financial stewardship. This position provides strategic and operational leadership, manages staff performance and development, and partners with FSD leadership to advance both short- and long-term goals for the Division. The Financial Manager plays a critical role in statewide financial operations and in maintaining the integrity of Treasury's financial data. Position Responsibilities
  • Lead and manage the Support Services Section, including daily operations, staff oversight, and workflow coordination.
  • Ensure adherence to all policies, procedures, standards, and regulatory guidelines.
  • Oversee employee performance management, training, coaching, and professional development.
  • Collaborate closely with division leadership to support strategic planning, process improvements, and divisional initiatives.
  • Manage the statewide monthly reconciliation of cash, including deposits, journal vouchers, investments, redemptions, and daily check reconciliation programs.
  • Monitor, review, and validate reconciliation processes to ensure accuracy and compliance.
  • Ensure adequate backup, retrieval procedures, and data integrity for critical financial information.
  • Develop and maintain disaster recovery processes, purge criteria, and other business continuity measures.
  • Manage the cash reconciliation vendor contract and the third-party bank contract for data capture and lockbox processing.
  • Partner with vendors to resolve complex operational issues, enhance processes, and maintain strong internal controls.
  • Promote a culture of continuous quality improvement, teamwork, and open communication. Knowledge, Skills, and Abilities
  • Strong knowledge of financial management principles, governmental accounting practices, and reconciliation processes.
  • Knowledge of contract management, vendor oversight, and third-party financial processing systems.
  • Ability to analyze complex financial data, identify discrepancies, and implement effective solutions.
  • Skill in strategic planning, process improvement, and workflow optimization.
  • Strong leadership skills with the ability to coach, mentor, and develop staff.
  • Ability to interpret and apply policies, regulations, and procedural guidelines.
  • Excellent written and verbal communication skills, including the ability to present complex information clearly.
  • Strong organizational and time-management skills, with the ability to manage multiple priorities.
  • Ability to build collaborative relationships and work effectively across divisions and with external partners.
  • Strong problem-solving skills, attention to detail, and sound judgment.

Experience Four years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data equivalent to a Financial Analyst, including two years equivalent to a Financial Analyst P11 or one year equivalent to a Financial Analyst 12 or Financial Manager 12.

Hybrid Remote Work. This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. For remote work performance, this position requires a designated, secure, and appropriate workspace with reliable internet access (minimum 25 Mbps download, 5 Mbps upload). Remote work arrangements are subject to management approval and may be adjusted or discontinued at any time. E-Verify.
