Under general supervision, the Financial Manager I performs complex, professional duties in financial management, including budget creation, forecasting, fiscal monitoring and reporting, accounting, and supervision of assigned staff. Key Responsibilities A Financial Manager I:
Develops, implements, and manages annual operating and capital budgets for the DTS Internal Service Fund aswell as Appropriated Funds. Works with various directors and managers to gather budget requests and ensurealignment with organizational goals. Conducts financial forecasting and analysis to predict future financial performance and identify potential risks andopportunities. Monitors expenditures, revenues, and financial trends. Prepares comprehensive financial reports for managementand stakeholders, highlighting variances and providing recommendations. Oversees the general ledger, accounts payable, accounts receivable, and other fiscal functions. Ensures accurateand timely financial transactions and reconciliations. Supervises and trains financial staff, ensuring adherence to financial policies and procedures. Conductsperformance evaluations and provides professional development opportunities. Analyzes financial data to identify trends, variances, and areas for improvement. Provides insights andrecommendations to support strategic decision-making. Ensures all financial activities comply with federal, state, and local regulations, as well as internal policies andprocedures. Participates in the development and implementation of financial policies and procedures to improve efficiency andeffectiveness of financial operations. Prepares for and assists with internal and external audits, providing necessary documentation and explanations.
Qualifications Minimum Qualifications:
Strong organizational and time-management skills Excellent written and verbal communication abilities High attention to detail and accuracy Proficiency with Microsoft Office and financial software Sound problem-solving and analytical skills Ability to manage multiple priorities under tight deadlines Proven ability to handle confidential information with discretion
Preferred Qualifications:
Experience with government or non-profit accounting, and/or a Bachelor's Degree or higher in a financial or accounting related field preferred. Preference may be given to current State of Utah employees About the Role Location
