Qualifications Education and Experience:
Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full-time professional experience in financial analysis or investigation, education, training, negotiation of delinquent payments, or full-time experience in the Tennessee Department of Revenue. Substitution of Experience for
Education:
Professional experience in financial analysis or investigation, negotiation of delinquent payments, education, training, or other collection work, may substitute for the bachelor's degree on a year-for-year basis to a maximum of four years. Substitution of Graduate Education for
Experience:
Graduation from an accredited college or university with an advanced degree in accounting, economics, education, finance, law enforcement, management, or a related field may substitute for full-time professional experience on a year-for-year basis to a maximum of one year. OR Two year of full-time experience in the Revenue Collection Officer Series. OR Three years of full-time experience in the Collection Services Division of the Tennessee Department of Revenue performing tax related work.
Necessary Special Qualifications:
An employee in this class is required to possess and maintain a valid motor vehicle operator's license, personal vehicle insurance, and reliable transportation.
Examination Method:
Education and Experience, 100% for Preferred Service positions. Overview Under general direction, is responsible for tax collection and tax enforcement work of considerable difficulty involving direct contact and onsite collection of delinquent taxes, in concert with other law enforcement officials, from businesses and individual taxpayers in and across assigned geographical regions of the state; and performs all office-based work necessary to resolve cases assigned. This is the regional officer class in the Revenue Collection Officer sub-series. An employee in this class interacts directly with businesses or individuals for which office-based collection efforts have been unsuccessful and is responsible for duties of both standard and greater interpersonal complexity and risk, such as on-site visits and property seizures. An employee in this class must also work in a team setting where satisfactory results rely on close coordination with coworkers, other law enforcement officials, and vendors. This class differs from Revenue Collection Officer Advanced in that incumbents of the latter are responsible for training new employees as well as collecting delinquent taxes and enforcing regulations with an emphasis on office-based methods that may involve lower risk. The class differs from Revenue Collection Supervisor in that incumbents of the latter are responsible for the supervision of a unit of revenue collection officers. Responsibilities 1. Determines what steps need to be taken to collect delinquent revenue through reviewing and negotiating payment options to delinquent taxpayers and/ or business representatives within specified time frames, including processing payments. 2. Researches, locates, and evaluates and/ or re-evaluates taxpayer assets in support of tax collection actions and voluntary compliance. Also conducts advanced research about business location and assets to determine ownership, operation, and viability of seizure and sale. 3. Conducts and trains others to conduct field visits, property seizures, sales, and auctions, which may occur outside of standard business hours, on seized property to raise the revenue needed to cover tax liabilities. Ensures all physical monies collected are submitted, as determined by division procedures. 4. Interacts with and maintains confidentiality when communicating with financial institutions, attorneys, law enforcement officials, and representatives in other divisions in the process of researching, locating, and assisting taxpayers in collecting delinquent taxes. 5. Interprets and explains tax types as well as tax laws, rules, and regulations in order to answer general tax related questions and perform job functions. 6. Manages case assignments, maintains case notes, and prioritizes assignments. 7. Follows procedures and best practices to resolve delinquent accounts by utilizing collection tools, which may include liens, garnishments, assessments and recommending field work. 8.
