Position Description:
This position is responsible for the overall financial management and execution support of the program, including coordination with program leadership, subcontractors, and government stakeholders. The Program Finance Manager will oversee budgeting, forecasting, financial reporting, invoicing, subcontract financial management, and program cost control activities in support of this critical Navy weapons system program. This role requires experience developing and managing program budgets, generating and analyzing financial reports, and supervising financial operations within a DoD contracting environment. Strong interpersonal and communication skills are essential, as the position requires regular coordination with program management, corporate leadership, subcontractors, and customer representatives.Responsibilities and Duties:
Lead all program budgeting and financial planning activities for the program Interface daily with program management, corporate leadership, subcontractors, and customer representatives regarding program finance and cost control matters Track financial commitments, obligations, expenditures, and funding status Prepare weekly, monthly, and quarterly financial reports for internal and external stakeholders Monitor budget execution variances and forecast funding run-out dates Support variance analysis and implement appropriate financial change management and control processes Supervise government invoicing activities and eCRAFT submissions for the program Oversee subcontractor financial management activities, including: Reviewing RFQ responses Coordinating Purchase Requisition submissions for obligation and de-obligation of funds through Task Orders and Purchase Orders Participating in recurring program status meetings Reviewing subcontractor invoices, Spend Plans, and Estimate at Completion (EAC) reports Coordinate new contract setup and contract closeout activities for both prime and subcontractor efforts Develop, update, and maintain SOP documentation to standardize financial and program management processes Support financial compliance with applicable FAR and DFARS requirementsRequired Qualifications and Skills:
BA/BS degree in Business, Finance, Accounting, or related field Active Secret Security Clearance or ability to obtain and maintain a Secret Security Clearance 5-7 years of experience supporting DoD contracting and financial analysis, including knowledge of FAR and DFARS 2-4 years of experience supervising or leading a team Experience generating, analyzing, and presenting financial and operational reports Experience forecasting resource requirements and reporting financial status to leadership Exceptional interpersonal, written, verbal, and presentation communication skills Advanced Microsoft Excel skills, including formulas, pivot tables, and financial analysis functions Ability to work in a fast-paced, team-oriented environment while demonstrating flexibility and adaptabilityDesired Qualifications and Skills:
Experience supporting Navy weapons or combat systems programs Experience setting up and closing out prime contracts Experience with Deltek Costpoint Billing applications Experience writing and generating COGNOS reports Earned Value Professional (EVP) or Project Management Professional (PMP) certification Experience supporting NAVSEA, or related Navy acquisition programs, preferredTravel Requirements:
