Job Description

Overview The Finance & Resource Manager provides essential support to the Engineering Services Department by performing complex professional-level projects including planning, organizing, directing, and assessing contracts and grant performance. This position will supervise Contracts/Funds Administrators, ensuring contract compliance and fiscal requirements associated with contracts and/or grants. The Finance & Resource Manager will research and develop responses to City Management, TxDot, and other government agency-related requests for financial-related analysis support. Responsibilities Provides technical guidance, direction, leadership, mentorship, and training to department Contracts/Funds Administrators Leads in the review of division policies and procedures, suggesting and implementing efficiency improvement
  • Manage staff to ensure City contract compliance including those with multiple government agencies
  • Supports and assists Project Control Manager in responding to inquiries
  • Serves as lead in providing financial administration and accounting support for contracts including grants awarded to the City by sponsoring federal agencies
  • When necessary, prepare fiscal reports for management by using City Financial Systems (INFOR)
  • Back up to department Contracts/Funds Administrators for performing fund transfers
  • Prepares timely specialized analysis and record collection of City Open Records Requests
  • Manages Contracts/Funds Administrators in the use of the City's data management systems (Trimble, INFOR, etc.)
  • Guides in creating and/or updating Division Policies/Procedures, implements when necessary
  • Leads, monitors and assesses contract and grant compliance including ensuring contract performance and the upholding of federal statutory regulations
  • Ensures the City receives all project deliverables
  • Provides technical assistance and direction regarding compliance when necessary
  • Manages and oversees Contracts/Funds Administrators responsible for capital project closeouts
  • May be asked to perform other duties as assigned Position Type and Typical Hours of Work
  • Exempt - Full-Time Flexibility to work evenings, weekends, and holidays is a schedule requirement

  • Bachelor's Degree (BA/BS)
  • 5 (Five) Years of Experience Licenses and Certifications Required
  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire Employment Testing Employment is contingent on passing any post-offer pre-employment screening as listed below:
