Job Description
The Finance Manager plays a critical role in maintaining the financial health and stability of the City of Jarrell. This position assists with budget development, financial reporting, grant administration, accounting controls, and compliance with Texas municipal finance requirements. Working closely with the Finance Director and City Manager, the Finance Manager ensures transparent, accurate, and efficient management of municipal funds in line with best practices.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist in preparation, monitoring, and revision of the annual operating and capital budgets, aligned with city policies and fiscal priorities. Analyze financial trends, revenue forecasts, and variances; prepare and present regular reports including monthly and quarterly summaries to leadership and Council.
Administer accounting operations:
general ledger maintenance, accounts payable/receivable, bank reconciliations, payroll, and financial ledger accuracy. Support annual audit process, including coordination with external auditors and ensuring timely financial disclosures.
Assist with grant management:
monitoring compliance, preparing grant budgets, tracking expenditures, and reporting results. Maintain and enforce internal controls to safeguard city assets, support GASB/Government Finance Standards, and ensure fiscal transparency. Participate in the development and evaluation of city fiscal policies covering reserves, purchasing, and fund balances to maintain city's balanced budget and funding stability. Assist the City Manager in day-to-day departmental management, mentoring finance staff, reviewing workflows, and enhancing efficiency. Coordinate cash flow management and support debt service planning in collaboration with Finance Director. Stay informed on emerging financial practices, technology, GASB pronouncements, and relevant legislation impacting municipal finance. Fulfill other finance-related tasks as assigned by the City Manager or designee.
SUPERVISION RECEIVED & EXERCISED
Receives direct supervision from the City Secretary or City Manager. May supervise finance clerks or accounting assistants, depending on departmental structure.

EDUCATION & EXPERIENCE REQUIREMENTS
Bachelor s degree in Accounting, Finance, Public Administration, or closely related field required; Master s or
CPA/CGFM
certification preferred. Minimum of five (5) years of progressively responsible experience in municipal finance or local government accounting. Experience in Texas municipal operations, including budgeting, auditing, and grant management, highly desirable.
LICENSES & CERTIFICATIONS
Valid Texas ClassC Driver s License required.
Ability to obtain and maintain bondability is a plus.
CGFM (Certified Government Financial Manager) or similar certification is advantageous. Public Funds Investment Act Training completion every 2 years
KNOWLEDGE, SKILLS & ABILITIES
In-depth knowledge of GAAP, GASB, Texas municipal finance policies, and public sector accounting standards. Proficiency in financial software (e.g., Incode), Microsoft Office Suite, and PDF editing tools.
Strong analytical skills with keen attention to detail and excellent number sense.
Effective communication skills-both verbal and written-with capacity to prepare financial reports and present to management or Council.
Ability to manage multiple priorities, meet deadlines, and work proactively under pressure.
Demonstrated problem-solving capabilities and adaptability in evolving fiscal environments.
High ethical standards, discretion, and commitment to public accountability.
PHYSICAL DEMANDS & WORK ENVIRONMENT
Primarily office-based with occasional travel for training, audits, or field tasks; may attend evening Council or workshop meetings.
Regular use of computer, phone, and standard office equipment.
Minimal physical exertion occasional lifting up to 25 lbs., prolonged sitting, and focused screen time.
