Job DescriptionJob Description Essential Job Functions:
Integrate all programmatic and budgetary resource briefings across the Division Assist in preparing briefings from various budget data positions, ensuring consistency among all Program/Budget Divisions and Agency briefings, including congressional briefings. Assist in developing the Directorate vision, goals and objectives and coordinating and integrating them with respect to the agency business and missions' directorates. Provide direct report for financial management functions in coordination with the Comptroller's Department Program and Budget Division and Finance and Accounting Division on Financial Manager requirements; support with Manager's Internal Control Officer functions and preparing input for Directorate submission to the Statement of Assurance; support assigned Financial Managers projects for Base Realignment and Closure (BRAC), briefing presentation, and other support tasks; and coordinate input for metrics and other reporting functions. Provide support to the development and formulation of Agency budget and program financial resource requirements Support the development, preparation, submission and justification of DoD and congressional exhibits and requests for Agency resource information for the
FYDP, POM
ES, President's Budget and amended budget. Support the development and maintenance of the overall program/budget coding structure as well as coordinate changes to the Resource Management (RMC) Handbook Assist in planning and execution of Agency budgetary resources, including assistance in establishing budget controls and budget loads into the Agency's financial system.
Skills:
Intimate knowledge of the budget cycle Able to conduct deep program and execution analysis and provide thoughtful, meaningful metrics Proficient in understanding Federal, DoD, FAR, and DFAR regulations, guidelines, standards, and concepts; or other relevant industry policies and best practices Knowledge and experience in US Federal Civil agencies and DoD agencies preferred Strong communications skills Must have demonstrated expertise in Microsoft Office 2016 Office Suite, (Word, Excel, Access, project SharePoint, and PowerPoint) and Visio experience in order to prepare all documents, listings, tables, briefings and worksheets
Qualifications:
Bachelor's in Business Management, Accounting or Finance preferred 8+ years of experience in DoD and PPBE Minimum audit and accounting experience
CDFM, CGFM, DOD
Certification or CPA preferred Strong familiarity with PPBE Qualify for Secret or Top-Secret SCI security clearance
