Technicians and gain ALARNG membership, all current federal employees, all U.S. Citizens Duties Help (1) Performs broad-in-depth financial analysis of inter-reled accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evalue alternives and arrive decisions, conclusions and recommendions. (2) Performs in-depth analysis, compliced pay, travel, and accounts payable issues involving substantial corrective action and/or compliced adjustments and resolves issues, including assessing unusual circumstances or conditions. (3) Analyzes particular facts of financial transaction problems/issues, verifies and evalues da; obtains additional informion to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulions, precedent decisions, and procedures to determine approprie action for resolution. (4) Analyzes and resolves tax processing problems based on soldier inquiries or internal control audits/reviews, ranging from Permanent Change of Stion (PCS) issues and comb tax exclusion pay to refunds of erroneous tax collections. (5) Interprets da to identify problems, determines nure of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operions. (6) Researches, interprets, analyzes, and applies regulions, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems. (7) Performs or conducts research, investiges and solves problems involving reconciliions of discrepancies (Electronic Funds Transfer rejects, pay/personnel/travel mismches) to identify, analyze and provide solutions regarding multiple entitlements, payments to personnel in various duty stuses and assorted payments to commercial vendors, including compution of interest due. (8) Performs compliced actions to solve problems associed with processing actions regarding multiple pay, travel, and accounts payable financial systems. Incumbent uses reled financial regulions and rulings covering diverse types of transactions to function as the technical authority for resolving an extensive range of financial issues or problems. (9) Performs varied duties, involving financial services payment systems (travel, accounts payable, and pay; i.e. Joint Uniform Military Pay System Uniform Standard Terminal Input System (JUMPS), Operional Da Store (ODS), Standard Financial System ReDesign1 (SRD1), Defense Travel System (DTS), Integred Automed Travel System (IATS), etc., by applying a series of different and unreled methods, processes and techniques involving established financial management systems. (10) Determines approprie pay, allowances, and entitlements resulting from multiple military and civilian stuses, to include: Title 10 active duty; Title 32 Inactive Duty for Training (IDT), Annual Training (AT), Active Duty for Training (ADT), Active Guard and Reserve (AGR), and Active Duty for Operional Support (ADOS (includes Defense Support to Civilian Authorities (DSCA) operions). (11) Analyzes and processes transactions directly with U.S. Treasury and local financial institutions to ensure credits and collections are accomplished in a timely manner in accordance with law, regulion and policy. (12) Applies informion derived from personnel management systems to ensure proper pay and entitlements to Soldiers and civilians. Supports Soldier Readiness Processing (SRP) with face to face interviews to conduct personal records review and ensure effective transition to Title 10 duty with accure pay and entitlements. (13) Uses computer master file systems, document processing and the effects of transactions on existing records to modify normal automed processes while protecting historical da. (14) Determines approprie payments to vendors by applying Prompt Payment Act, tax law, contract law, account code structure, invoice processes, and Grants and Cooperive Agreement regulions and guidelines. (15) Audits the full range of pay, travel, and accounts payable authorizions and entitlements to determine compliance with multiple laws, regulions, policies and issuances. (16) Schedules, runs, and analyzes various financial system reports, such as daily activity reports, error/reject reports, stus reports, discrepancy and mismch reports, transaction reports, and ad hoc reports. (17) Responds to requests for assistance/informion from multiple sources, to include soldiers, civilian employees, family members, unit supervisory personnel, Inspectors General (IG), Investiging Officers (IO), ste and federal political members, and vendors. (18) Performs other duties as assigned.

SPECIALIZED EXPERIENCE
1 year equivalent to least next lower grade level. All personnel must be certified the next higher level before being eligible for th level. Experiences gained through military technical training schools or civilian academic courses are included in the one-year on-the-job experience. Must have fundamental working experiences with a valided understanding of the basic principles and concepts of the occupional series and grade.
KNOWLEDGE REQUIRED OF POSITION
- -Comprehensive knowledge of and skills in the interrelionships of the various financial, personnel and computer file systems, methods, techniques, precedent cases and procedures to resolve especially difficult and/or sensitive problems. Informion is used to perform compliced actions to solve problems associed with processing transactions within the financial system.
- -Uses broad in-depth, practical knowledge and judgment to reconstruct inaccure accounts, ghers and organizes informion for inquires and resolves problems referred by others.
Knowledge and skill to suggest specific changes to the guidelines themselves, development of control mechanisms, additional training for customers and specific guidance reled to the procedural handling of documents and informion.
- -Knowledge and skills of the procedures and techniques to conduct difficult and responsible analysis and determinions within a complete financial management system to valide transactions and to perform research to resolve inconsistencies.
- -Knowledge of reled financial regulions and rulings covering diverse types of transactions to function as a technical authority to resolve an extensive range of issues or problems.
Skill in researching, interpreting, analyzing, and applying regulions, policies, procedures and legal decisions and issuances regarding the full range of financial and commercial services provided, including public law; fiscal law; DoD, DA, FORSCOM, NGB, and DFAS regulions; Standing Opering Procedures; and Comptroller General Decisions.
- -Comprehensive knowledge of and skill in determining approprie pay, allowances, and entitlements resulting from multiple military and civilian stuses, to include: Title 10 active duty; Title 32 IDT, AT, ADT, AGR, and ADOS.
Knowledge of unique and special pay and entitlement situions to include Base Pay, BAH, BAS, INCAP, FSA, Hazardous Duty Pay, Hostile Fire Pay, CZTE, SDAP, SLRP, incentive pay (bonus), Jury Duty collections, child support, wage garnishments, allotments, survivor benefits, casualty assistance and special incentive pays (flight, medical, jump, foreign language).
- -Knowledge of personnel regulions and personnel management systems necessary to understand the interface with financial management systems and how they affect pay and entitlements to Soldiers and civilians. Knowledge of the rules, regulions, pay, and entitlements of excepted service technicians in a military stus.
