https://nmpsfa.org NM Public School Facilities Authority (PSFA) The New Mexico Public School Facilities Authority (PSFA) is an independent, non-partisan state agency that serves as staff to the Public School Capital Outlay Council (PSCOC). The PSCOC provides state funding to school districts and state-chartered schools for planning, design, construction and maintenance of new schools, replacement schools, and building systems upgrades across New Mexico. PSFA also administers the Community Benefit Fund for electric buses and related infrastructure, charter school lease assistance, teacher housing programs and Measurement and Verification programs. Job Summary NM Public School Facilities Authority (PSFA) is seeking a dynamic and detail-oriented Financial Analyst. Under limited supervision, assists the Chief Financial Officer and the Deputy Chief Financial Officer (DCFO) in maintaining, reviewing, and reconciling financial records to ensure compliance with generally accepted accounting principles (GAAP), applicable state statutes, and the Financial Control Division's Manual of Model Accounting Practices (MAPs). Essential Duties and Responsibilities- Monitor agency capital and operating budgets to ensure expenditure remain within approved budget limits and comply with applicable fiscal policies, procedures, and regulations.
- Perform monthly reconciliations of expenditures, encumbrances, cash, revenue, and related general ledger accounts to ensure accurate financial reporting and fiscal accountability.
- Analyze financial records and transactions to identify discrepancies, errors, and compliance issues and recommend corrective actions as necessary.
- Maintain and reconcile financial records, accounts, and capital budgets to ensure the accuracy and integrity of agency financial data.
- Review financial transactions, invoices, and supporting documentation for proper authorization, compliance, accurate recording, and timely payment processing.
- Monitor budget activity and fund balances; analyze financial data and prepare reports, reconciliations, and budget information to support management decision-making and budget development.
- Monitor workflow, project activities, and financial requests through the agency's Construction Information Management System (CIMS).
- Prepare and enter purchase orders, vouchers, deposits, journal entries, journal vouchers, budget journals, ChartField requests, and capital budget requests into the SHARE Financial System (PeopleSoft ERP) for review and approval by agency leadership and the Department of Finance and Administration (DFA).
- Conduct internal financial audits and reviews of Public School Capital Outlay Council (PSCOC) awarded projects to ensure proper financial closeout and compliance with agency requirements.
- Coordinate accounts payable activities with the Contracts and Procurement Department to ensure timely and accurate processing of payments.
- Assist with external audit activities by providing financial documentation, performing reconciliations, verifying audit samples, and supporting auditors during financial and compliance reviews.
- Assist the Contracts and Procurement Department in reviewing professional services contracts, construction contracts, amendments, and related procurement documentation.
- Collaborate with Project Managers, school districts, charter schools, and vendors to resolve purchase order, invoice, and payment-related issues.
- Utilize advanced Microsoft Excel functions, including PivotTables and data analysis tools, to review monthly expenditures and prepare reimbursement and drawdown requests for capital and operating expenditures.
- Process and monitor reimbursement requests to ensure compliance with applicable funding requirements and agency policies.
- Coordinate work assignments and collaborate with fellow Financial Specialists to support agency financial operations and achieve departmental objectives.
- Perform other duties as assigned in support of agency fiscal, budgetary, accounting, procurement, and project management functions. Knowledge and Skills
- Knowledge of basic accounting principles, applicable laws, and regulations.
- Knowledge of governmental accounting and the State of New Mexico SHARE Financial System.
- Familiarity with planning, design, and construction processes preferred.
- Proficiency with Microsoft-based systems, including Outlook, Word, and Excel, preferred.
- Ability to recommend improvements to accounting systems, procedures, and processes.
- Ability to determine appropriate accounting treatment for financial transactions.
- Problem-solving skills to identify accounting issues and recommend solutions that support agency operations.
- Strong written and verbal communication skills.
