Job Description
Description We are looking for an experienced Payroll Manager to join our team in Concord, California. This role is essential for overseeing payroll operations, ensuring compliance with regulations, and managing payroll processes for a mid-sized workforce. The ideal candidate will bring expertise in multi-state payroll and full-cycle payroll management.
Responsibilities:
+ Manages all payroll, timekeeping, and employee record systems, ensuring accuracy, confidentiality, and legal compliance + Processes semi‑monthly payroll after approvals; manages deductions, garnishments, and remittances + Tracks PTO balances, updates employee data, reconciles quarterly payroll taxes, and supports year‑end reporting + Prepares monthly payroll and headcount reports; distributes W‑2 and 1095‑C forms + Identifies opportunities to improve payroll, timekeeping, and HR systems + Serves as subject matter expert on company benefit plans and supports open enrollment + Ensures benefit enrollments, terminations, and payroll deductions are accurate and timely + Manages benefits system maintenance, new‑hire enrollments, ACA compliance, and ongoing audits + Partners with HR on 401(k) administration and leads the 401(k) audit process + Acts as primary backup to HR for benefits and responds promptly to employee inquiries + Supports onboarding by delivering payroll, policy, and timekeeping training to new hires and managers + Handles employment verifications and unemployment (EDD) requests + Maintains and reconciles payroll- and benefits‑related accounts and records + Updates system data, manages forms and supplies, supports recognition programs, and performs other assigned duties Requirements + Bachelor or Associate degree in Business or Finance strongly preferred + 3+ years of payroll and benefits experience in a mid‑sized organization + Hands‑on experience administering payroll systems and managing benefits + Strong written and verbal communication skills with the ability to interact professionally across teams + Strong analytical, critical thinking, and problem‑solving abilities + Able to work independently, manage priorities, and perform with minimal supervision Robert Half is the world's first and largest specialized talent solutions firm that connects highly qualified job seekers to opportunities at great companies.
