St. Louis, MO Incumbents in this position are responsible for supervising the daily performance of payroll and personnel-related activities requiring an in-depth knowledge of City and operating department policies, procedures, administrative regulations and Civil Service rules
Essential Functions and Responsibilities:
Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit's work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines. Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; and identify work-related problems, problem characteristics, impact and formulate possible solutions. Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions. Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards. Assigns daily activities to two or more subordinates performing personnel, payroll and accounting duties. Responds to personnel and payroll administrative problems; recommends solutions. Determines and monitors goals and standards for payroll/personnel operations. Ensures records reflect compliance with laws and regulations pertaining to payroll and personnel matters. Acts as custodian of confidential department records. Responds to inquiries and provides education regarding department and/or city rules, regulations and administrative procedures. Processes payroll for submission to data processing; compares payroll register to internal reports; returns for necessary corrections. Prepares and maintains and updates various reports and records, including confidential discipline records. Prepares regular reports detailing payroll statistics. Assists with monitoring staffing levels and interviewing applicants. Assists in the processing of garnishments. Communicates with employees, attorneys, creditors and the Sheriff's office concerning affidavits, releases and other court documents. Processes union dues. Monitors reports for accuracy and distributes reports to said organizations. May assist with the department budget process. Attends meetings as required. Performs other duties as assigned.

Data Utilization:
Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.
Human Interaction:
Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, adding machine, and/or materials used in performing essential functions.
Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as payroll reports, job applications, staffing analysis, rules and regulations, and non-routine correspondence.
Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.
Functional Reasoning:
Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Environmental Factors:
Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
Physical Requirements:
Tasks involve the ability to exert very light physical effort in sedentary to light work, involving some reaching, handling, fingering and/or feeling of objects and materials. Tasks involve prolonged visual concentration.
Sensory Requirements:
Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks, such as working with a computer. Qualifications Four years of experience preparing and processing payroll. OR an equivalent combination of education, experience and training.
Preference:
Supervisory experience in payroll functions.

City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
