Job Description

HHS Human Resource Department is seeking a Payroll Supervisor in the Bismarck/Mandan, ND area. ND Health and Human Services is looking for a confident, detail driven Payroll Supervisor to lead our critical payroll functions that support nearly 3,000 team members across the state. In this role, you won't just "run payroll", you'll lead it. You'll guide a team responsible for end to end payroll processing each month, ensuring every employee is paid accurately and on time. You'll also manage your own portfolio of business units, serve as a system and process expert, and help shape how payroll operates across the agency. This is a high-impact leadership role where accuracy, accountability, and people first thinking all matter. What You'll Do Lead and support a team responsible for full cycle payroll processing Ensure timely, accurate payroll for a large, complex workforce Manage payroll processing for assigned business units Serve as the agency's payroll subject matter expert, advising leadership and staff Support system administration for Workforce and PeopleSoft system use and updates Identify opportunities to improve processes, systems, and reporting What Sets You Apart You're not just technically strong. You bring deep payroll knowledge and aren't afraid to dig in when something doesn't add up You see the big picture and understand how systems, processes, and people connect You communicate clearly and respectfully, even when explaining complex topics You lead with empathy and build trust with your team and colleagues Minimum Qualifications Bachelor's degree in a related field and at least 3 years of experience working with a large scale, complex payroll system (from data entry through audit), or an equivalent combination of education and experience Proven experience supervising or leading a team Advanced Excel skills, including reporting, pivot tables, and VLOOKUPs Preferred Experience with PeopleSoft and Workforce payroll systems Work Location This position will work onsite within the Bismarck, ND office, with periodic travel for agency and team meetings as required.
