Job Description
Payroll Manager - Falasca Mechanical The Payroll Manager is responsible for leading all payroll operations for Falasca Mechanical , with approximately 150-350 field employees, in addition to office and service personnel. This position oversees weekly payroll processing while ensuring full compliance with union collective bargaining agreements, prevailing wage laws, certified payroll requirements, labor compliance reporting, and regulatory obligations. The Payroll Manager will be responsible for payroll accuracy, union remittances, certified payroll, manning reports, payroll tax compliance, labor reporting, and continuous process improvement. This individual will partner closely with Accounting, Project Management, Operations, and Executive Leadership to ensure employees are paid accurately while maintaining compliance with all contractual and governmental requirements. Primary Responsibilities Payroll Operations
- Manage weekly payroll processing for approximately 150-350 union field employees, as well as office and service personnel.
- Ensure timely and accurate processing of all payrolls, including regular, overtime, travel, per diem, shift differential, and other applicable earnings.
- Review payroll batches for accuracy before transmission.
- Maintain employee payroll records and payroll system integrity. Union Payroll & Benefit Administration
- Administer multiple union collective bargaining agreements.
- Calculate and reconcile union fringe benefit contributions.
- Prepare and submit union remittance reports.
- Process union dues, assessments, and other required deductions.
- Resolve payroll and benefit discrepancies with union benefit funds. Compliance & Labor Reporting
- Prepare and submit certified payroll reports for public projects.
- Ensure compliance with federal, state, local, prevailing wage, and union payroll requirements.
- Manage weekly and monthly manning reports for project owners, general contractors, unions, and regulatory agencies.
- Coordinate collection, review, and follow-up of subcontractor manning reports, including required "No Work" reports.
- Support labor audits, prevailing wage audits, and agency inquiries.
- Maintain complete documentation supporting payroll and compliance reporting. Payroll Compliance
- Ensure compliance with: o Union Collective Bargaining Agreements o Davis-Bacon and Prevailing Wage requirements o Certified Payroll reporting o Payroll tax regulations o Garnishments and income withholding orders o Federal and state labor laws o Employment eligibility and payroll record retention requirements Process Improvement
- Identify opportunities to automate payroll, certified payroll, manning reports, and labor compliance reporting.
- Develop and maintain payroll procedures and internal controls.
- Recommend technology solutions that improve payroll efficiency and reporting accuracy. Required Qualifications
- 5+ years of payroll experience.
- Demonstrated experience managing payroll for 150+ employees.
- Extensive experience administering union payroll and multiple collective bargaining agreements.
- Strong working knowledge of certified payroll, prevailing wage, and labor compliance requirements.
- Experience preparing and submitting manning reports, including subcontractor labor reporting and "No Work" reporting.
- Experience preparing union remittances and fringe benefit reporting.
- Thorough knowledge of payroll tax compliance, wage and hour laws, and payroll accounting.
- Proficient with Microsoft Excel
- Experience with Sage Intacct or construction ERP systems preferred.
- Experience with payroll automation and process improvement initiatives. Compensation and Benefits
Annual Salary:
$65,000 - $75,000 (depending on experience)- Annual Discretionary Bonus & Salary Raise
