Job Description

This position requires an understanding of the district's data platform for payroll and benefits to accurately pay employees. Serves as the designated backup for the Deputy Director for Payroll and Accounts Payable. Assumes full responsibility for processing payroll in its entirety during the Deputy Director's absence, to include payroll preparation, verification, calculation, tax, and deduction processing, compliance and reporting. Other duties may be assigned. Complies with the Code of Ethics of the Education Profession; upholds and enforces rules, administrative directives, regulations, GISD school board policies, as well as local, state and federal regulations. All functions are performed in accordance with established policies, procedures, safety and computer security regulations. Manages and oversees the daily functions of the Payroll and Benefits office. Will assist with all essential duties and responsibilities of the Payroll and Benefits Specialist. Process EPARS for New Hires, payroll changes, and employee terminations. Accurately enter and maintain all personnel and payroll changes in the Accounting Software (School ERP Pro) Manage New Hire Orientations Review and investigate leave status of employees on Employee Leave, Extended leave, Workers Comp, LOA, LWOP, SLB, TOL, Admin Leave, Maintain the Sick Leave Bank. Make pay adjustments-based on leave balances. Process Disability Claims. Monitor and report to the NMPSIA online system with employee leave status. Assist in ensuring the timely completion and submission of all payroll tax reporting requirements. Assist with the preparation and reconciliation of all Payroll Reports, including but not limited to: New Mexico Public School Insurance Authority Affordable Care Act Reporting New Mexico Retirement Heath Care Authority New Mexico Employee Retirement Board New Mexico State Tax Federal, State, Annual, and Quarterly Payroll Reporting Voluntary Benefits Monthly Billing Knowledge of basic principles, practices, procedures of accounting. Knowledge of federal and state laws and regulations, district policies, and banking practices. Knowledge of proper accounting reconciliation procedures. Ability to collect and analyze data and exercise sound judgement in arriving at proper conclusions. Ability to interpret IRS regulations for tax procedures and processing. Anticipate and inform the supervisor of potential issues, risks, and developments in a timely manner before they escalate. Maintain accurate and detailed records of all communications, updates, and reports, ensuring easy access and reference. Collaborate with other departments to build and maintain strong working relationships and achieve district goals. Attend training, conferences, workshops, etc., as appropriate, to enhance job knowledge and skills. Performs all other duties as assigned.

QUALIFICATIONS

EXPERIENCE
Bachelor's degree Five (3) years of increasingly responsible experience in payroll and/or benefits
CERTIFICATES, LICENSES, REGISTRATIONS
New Mexico Business License or eligible for license
TECHNOLOGY SKILLS
Ability to use multiple virtual instructional platforms. Proficient in Google Suites Proficient in Microsoft Office Suites Experience with online meeting platforms such as Google Meets, Zoom, MS Teams
LANGUAGE SKILLS
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
