POSITION SUMMARY
Responsible for all aspects of payroll processing for weekly and biweekly payrolls for all RHI companies including recording hours, processing time records, compiling payroll statistics, maintaining payroll control records, calculating payrolls and making appropriate tax, benefit plan and other third-party payments.
MAJOR DUTIES AND REPONSIBILITIES
Oversees the calculation of wages, overtime and deductions to ensure compliance with federal and state laws, as well as Company policy. Directs the preparation, distribution and reporting processes for payroll and ensures that payments and government reports are distributed timely and accurately. Interprets company policies and government regulations affecting payroll procedures and payments. Issues oral and/or written instructions as required and recommends improvements to company policy as needed. Serves as liaison to employees, government agencies, or other outside parties concerning employee payroll questions and verifications in accordance with company policy and related regulations. Research and resolve employee and/or system issues. Directs the preparation, balance and issue of all payroll-related payments to outside parties including tax deposits, garnishments, and/or 401(k) contributions for all employees. Directs the preparation and transmittal of all accompanying electronic data and/or required reports to providers or outside agencies. Prepares, or directs preparation of, various journal entries and/or account reconciliations and provides General Ledger support. Prepares, or directs preparation of, all government reports including quarterly state unemployment tax returns, annual federal unemployment tax returns, and quarterly 941 returns, ensuring accuracy and timeliness. Ensures timely and accurate issue of W-2 Wage and Tax statements to employees, including transmittal of the W-2 files to the proper state and federal agencies via Aatrix. Maintains high degree of confidentiality and customer service. Maintains current knowledge of the payroll processing system and changes in wage and tax laws. Serves as the payroll liaison for all Vista -related issues impacting payroll. Partners with Business Systems with regard to testing system upgrades and conversions. Assists in development of overall payroll procedures by recommending improvements or changes when deemed necessary for greater efficiency. Studies and standardizes procedures to improve efficiency of the department. Provides support to Risk Mgmt., Accounting and HR for Workers Comp, Fiscal Year End and 401k audits, respectively. Prepares monthly/quarterly reports for Treasury, Accounting and Regional Leaders Maintains Year End Project Plan and oversees Year End processing. Provides guidance to payroll employees and resolves issues as needed. Performs other duties or assignments as directed.
JOB SKILLS & ABILITIES GUIDELINES
Must have strong analytical skills. Strong oral and written communications skills with the ability to communicate with employees at all levels of the organization. Must have a high degree of attention to detail. Proficiency in the use of a personal computer including Microsoft suite applications, database, and HRIS/automated payroll software (previous Vista experience highly preferred). Demonstrated understanding of relevant regulations pertaining to wage and tax laws; and ability to understand the provisions and terminology of employee benefit plans.
MINIMUM QUALIFICATIONS
Associate's degree or equivalent 10+ years of related payroll experience with a large corporation that includes multi-state payrolls and/or operating entities. Minimum 3-5 years previous payroll management experience.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Ability to physically stand, bend, sit for long periods, and squat throughout the day. Ability to repeat the same movements. Ability to communicate effectively to participate fully in meetings, video conferences, and phone calls. Ability to reason, solve and think with independent judgment. Use hands to type, handle, control, or feel objects. Occasionally lift, pull, or move up to 25 lbs. Occasional travel will be required, primarily in the metropolitan area but sometimes domestically (must have a valid Driver's License).
