Job Description

Our services include Payroll and Tax Administration, Human Resources, Benefits Administration, Compliance, Risk Management, and more. We operate as a Professional Employer Organization (PEO), Human Resource Outsourcing (HRO) provider, and licensed Health Insurance Agency. As we continue to grow, we are seeking a highly skilled, strategic Payroll Manager to lead and elevate our payroll operations. Position Summary The Payroll Manager is a senior-level, highly technical leader responsible for overseeing all payroll operations across a multi-client PEO environment. This role requires deep expertise in payroll compliance, system configuration, and process optimization, with a strong focus on HRIS administration and integrations. This individual will lead the payroll team, ensure operational excellence, and serve as a key partner across departments to drive efficiency, accuracy, and scalability.
Key Responsibilities:
Leadership & Team Management Lead, mentor, and develop a team of Payroll Specialists, ensuring high performance and accountability Oversee workload distribution, training, and ongoing professional development Establish and monitor KPIs to drive team efficiency and service quality Payroll Operations & Compliance Oversee end-to-end processing of multi-client, multi-state payrolls in a PEO environment Ensure compliance with all federal, state, and local payroll regulations, including wage and hour laws Manage payroll audits, reconciliations, quarter-end and year-end processes Oversee tax compliance, funding processes, and compliance with NACHA and payroll funding requirements Technical & Systems Expertise Serve as a subject matter expert for PrismHR, including configuration, troubleshooting, and optimization Manage payroll system integrations (time & labor, benefits, 401(k), general ledger, etc.) Lead system enhancements, testing, and implementation of new features or workflows Partner with internal and external technical resources to resolve complex system issues Process Improvement & Strategy Evaluate and continuously improve payroll processes, controls, and workflows Standardize procedures and ensure proper documentation across all payroll functions Identify automation opportunities to improve efficiency and reduce risk Stay current on industry trends, compliance updates, and best practices Client & Cross-Functional Collaboration Support client escalations and complex payroll issues with a solutions-oriented approach Partner with Implementation, Benefits, HR, and Finance teams to ensure seamless service delivery Oversee onboarding of new clients from a payroll perspective, including setup, testing, and first payroll executionQualifications & Experience:
7-10+ years of progressive payroll experience , including leadership responsibilitiesRequired:
Certified Payroll Professional (CPP)Required:
Extensive experience in a PEO or multi-client payroll environmentPreferred:
Strong hands-on experience with PrismHR Deep knowledge of multi-state payroll taxation and compliance Proven experience managing complex payroll operations and high-volume processing Strong technical aptitude with payroll systems, integrations, and reporting Skills & Competencies Strategic thinker with strong operational execution Advanced problem-solving and analytical skills Exceptional attention to detail and accuracy Strong leadership, coaching, and team development skills Excellent communication and client service mindset Ability to thrive in a fast-paced, deadline-driven environment High level of discretion and confidentiality Education Bachelor's degree in Accounting, Finance, Business, or related field (or equivalent experience) Certificates, Licenses, Registrations Certified Payroll Professional (CPP) Why Join CoStaff?
